Registration in the foreign representation electoral register for the general parliamentary elections and the by-elections of the national assembly

Attention!

Applications for registration in the foreign representation electoral register for the 2026 general parliamentary elections may be submitted from February 5, 2026.Applications for registration in the foreign representation electoral register may be submitted until 4 p.m. on April 2, 2026.

If you are abroad on the day of the election, you may cast your vote in person at one of the foreign representations.


How to proceed

You must submit an application for registration in the electoral register at a foreign representation.

The application can be submitted electronically, in person, or through an authorized representative.

The application may be submitted in person verbally. To submit the application through an authorized representative, the application form must be completed and printed. The application form (in PDF format) can be downloaded from here.

The National Election Office will decide on the application through an automated decision-making process.

Please note:The application must be completed with the same information as shown on your official ID document, and your place of residence (if you do not have a foreign or Hungarian address, your registered place of residence in Hungary) must be valid. If these conditions are not met, the National Election Office will reject the application.

An address is considered valid if, according to the personal data and address register, it has not been invalidated or registered as fictitious. The local election office will verify the validity of the address in the personal data and address register.

The application must indicate the foreign representation where the voter wishes to vote.

The National Election Office will send the decision on the application (notification of acceptance or rejection) to the voter's storage space, if available. When submitting the application, it is possible to provide a notification address (e-mail or postal address) to which the National Election Office will send the decision. If the application is submitted in person, the local election office or foreign representation election office will deliver the decision in person upon request. If the voter does not have a storage space, the decision will be delivered by e-mail, post, or in person upon request; otherwise, it will be sent by post to the registered address.


Deadlines

  • Deadline for the 2026 general parliamentary elections:

Applications for inclusion in the electoral register at a foreign representation may be submitted from5 February 2026. Applications must be received by the election office no later than 4:00 p.m. on 2 April 2026.

Amendment of applications for inclusion in the register of foreign representatives:

No later than 4 p.m.on April 2, 2026.

Deletion from the register of foreign representations:

Voters registered in the electoral register at a foreign representation may request removal from the register no later than 4:00 p.m. on 8 April 2026, in which case they will be returned to the register of their constituency of residence.

  • Deadline for the parliamentary by-elections:

Applications for inclusion in the electoral register at a foreign representation may be submitted from the 66th day prior to the election. Applications must be received by the election office no later than the 9th day prior to the election.

Amendment of an application for inclusion in the register:

Amendments may be submitted no later than the 9th day prior to the election.

Deletion from the electoral register at a foreign representation

Voters registered in the electoral register at a foreign representation may request removal from the register no later than 4:00 p.m. on the 4th day prior to the election, in which case they will be returned to the register of their local polling station.


Documents to be submitted

No documents other than the application are required to be submitted.

Payment obligation

Submitting the application does not entail any payment obligation.


Acting public authority

National Election Office.

The application may be submitted in person or through an authorized representative at any local election office or foreign representation election office.

Superior authority/legal remedy

An appeal may be lodged against the decision on the application for inclusion in the electoral register at a foreign representation.

The appeal must be lodged no later than

  • the receipt of notification on the decision,
  • the decision being sent to the storage – if it is not possible to send the decision to the repository, then instead of sending the decision to the storage – the decision being sent to the electronic notification address specified by the applicant, or
  • in the of a public announcement, the publication of the announcement on the website

on the third day following the decision, but no later than 2 p.m. on the second day before the vote.

The appeal must be submitted in writing to the National Election Office:

  • by email: fellebbezes[at]nvi.hu or
  • by post: National Election Office, 1397 Budapest, Pf. 547. Budapest, Hungary or
  • in person: 3 Alkotmány Street, 1054 Budapest, Hungary

The appeal must include:

  • a reference to the violation of rights or interests directly resulting from the decision,
  • the name, address, place and date of birth of the applicant, and
  • the number identifying the decision affected by the appeal.

The absence of the applicant’s name, address, place and date of birth, or the number identifying the decision affected by the appeal shall not result in the rejection of the appeal without substantive examination, provided that the identity of the applicant and the decision affected by the appeal can be established.

The Head of the National Election Office shall decide on the appeal as follows: if it is received no later than the twenty-fifth day prior to the election, the decision shall be made no later than the second working day following its receipt; if it is received after the twenty-fifth day prior to the election, the decision shall be made no later than the working day following its receipt, but in any case no later than 3:00 p.m. on the third day prior to the election.

  • If the Head of the National Election Office upholds the applicant’s appeal, he or she shall amend the decision, and the applicant shall be allowed to vote at the polling station of his / her place of residence.
  • If the Head of the National Election Office does not uphold the applicant’s appeal, he / she shall submit the appeal to the Metropolitan Court of Budapest no later than the last day of the deadline for its consideration. The Court shall decide on the appeal within three days of its receipt, but no later than the day before the election.

Legal representation is not mandatory in court proceedings.

If the court finds the appeal well-founded, it shall amend the decision; otherwise, it shall reject the appeal.


Further information

Voters residing in Hungary but being abroad on election day may vote at Hungarian embassies or consulates. To do so, they must apply for inclusion in the electoral register at a foreign representation through their local election office.

The National Election Office processes the application, makes the decision, and delivers it—for all types of applications—through the election IT system as part of an automated decision-making process, without human intervention, within 24 hours, with the following exceptions:

  • in case of applications submitted in person or through an authorized representative:
    • identification of the person,
    • recording of the application and delivering the decision,
  • Human intervention will occur in cases defined in Section 112(3) of Act XXXVI of 2013 on Electoral Procedure (e.g., discrepancies between the applicant's request and the data in the central electoral register). After the human intervention, the request will continue to be processed through the automatic decision-making procedure.

Before voting at a foreign representation, voters must prove their identity at the polling station with a valid Hungarian identity card, Hungarian passport, or Hungarian driving license. Please note that presentation of a residence card is not required to vote.

Please note:Mobile voting is not possible at foreign representations.

Please note:Anyone who is removed from the electoral roll must be removed from the foreign representation register.
