Requests for information on the 2024 general election of members of the European Parliament, local municipal representatives and mayors, and members of national minority self-government may be submitted from 20 April 2024.

We hereby inform you that if you wish to submit a request for information pursuant to paragraph (4) of Article 2 of Act XXXVI of 2013 on Electoral Procedure (hereinafter: Act XXXVI of 2013 on Electoral Procedure) on which candidates or nominating organisations you are listed as a proposer in the 2024 general election of members of the European Parliament, local municipal representatives and mayors and representatives of national minority self-governments in a joint procedure, please proceed as follows.

To submit a request for information in person or by proxy, you can find the contact details of the election offices here. 

1.Electronic submission of the application

The application can be submitted on the personalised administration interface (magyarorszag.hu/szuf) in the Election/Privacy section of the "Information on recommendation (Who did I recommend?)" information service. The National Election Office provides the information service as follows:

The request for information can be completed after electronic identification.

The identification is done by connecting to the KAÜ - Central Identification Agent service. Identification is possible using the following identification methods:

  • Client gateway
  • electronic identification (using e-SZIG)
  • Client gateway+ using e-SIG
  • elephone identification (using partial code telephone identification)
  • face-to-face identification

After successful identification, the voter indicates on the form the type(s) of election(s) for which he/she wishes to be informed of his/her inclusion on the recommendation forms. Then, with his/her consent, his/her request is automatically filled in with the data of his/her personal identification number or the document number of the identity card suitable for identification from the register of personal data and address and then forwarded to the National Election Office. The National Electoral Office checks in the National Electoral System (NVR) whether the voter's identifiers provided in the application are included in the data file of the recommendation forms submitted to the electoral offices for verification for the election under the application and verified by the electoral offices by 24 hours of the day before the day before the submission of the application. The verification shall be carried out online and the result shall be displayed to the voter on the SZÜF interface with the following data content:

  • the identification number(s) of the person(s) for which the check was made;
  • the name of the election for which the recommendation(s) for the control data were checked;
  • if the personal identifier(s) are not included in the recommendations checked, a statement to that effect;
  • if the personal identifier(s) is (are) included in the recommendations checked:
  • serial number of the recommendation form, unique identifier,
  • the serial number of the recommendation on the bottom sheet,
  • the name of the choice,
  • the name of the nominating organisation, list for the election of Members of the European Parliament/ for the election of local government representatives and mayors, individual constituency candidate, individual list, nominating organisation, independent candidate, mayoral candidate, lord mayoral candidate, the name of the county list/ the name of the nominating organisation, candidate for settlement national minority self-government, regional national minority list, national national minority list for the election of the national minority self-government,
  • the number of the recommendation in the bottom left-hand corner,
  • status of recommendation: accepted, rejected (in case of rejection, the reason for rejection).

2 . Submission of the application by proxy or by personal appearance

The application must include the following information:

  • the applicant's name and surname (the surname and first name must be filled in in the same way as in the identity document),
  • applicant's personal identification number (the 11-digit number on the address card)

If the application is submitted by a proxy, the proxy must provide proof of identity and, except in the case of a power of attorney contained in an administrative provision, of the right to represent the applicant.o:p>

Pursuant to Paragraph (4) of Article 2 of the Act, election offices shall, upon the request of the person concerned, provide information on the personal data of the persons included in the recommendation forms submitted to the election office for verification only in respect of those persons included in the recommendation sheet in respect of whom the provisions of Article 2(4) of the Act have been complied with. (3) of § 125, the itemised check has been carried out by 24 hours of the day preceding the submission of the application[1].

Please be informed that, pursuant to Article 12(3) of Regulation (EU) 2016/679 of the European Parliament and of the Council on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Regulation (EC) No 95/46/EC (hereinafter the General Data Protection Regulation), the data subject shall be informed in writing of any request by the data subject to exercise his or her right of access to his or her personal data (Article 15) without undue delay and within a maximum of one month from the date of the request. 

The recommendation submitted for a candidate or nominating organisation reflects a political opinion, therefore it belongs to the special category of personal data according to Article 9 of the General Data Protection Regulation, therefore the election office - unless the voter has a place of residence according to Article 35 (3) paragraph (3) of the Act on General Rules of Electronic Administration and Confidential Services - sh- shall provide information on the recommendation only by post, addressed to the voter's address in the central register, in order to avoid misuse of personal data.

[1] The The Ve. Article 127 (2) and (3) of the Electoral Act states that the electoral office shall not check the recommendations if the number of recommendations on the submitted recommendation sheet is less than the number required for candidacy. Batch verification of the recommendations need not be continued if it becomes certain that the number of valid recommendations reaches the number required for candidacy.
