Registration of voters who do not have a residence in Hungary
Adult Hungarian citizens living outside the borders of Hungary who do not have a Hungarian address may also exercise their right to vote:
- can vote on party lists and stand as candidates in elections to Parliament,
- can vote on party lists in European Parliament elections (if they reside outside the European Union),
- can stand as a candidate in municipal elections,
- can sign a referendum initiative and vote in a national referendum.
However, in order to exercise their right to vote, they must be registered with the National Election Office. One can apply to be entered in the electoral roll if
- he/she is a Hungarian citizen and has a
- personal ID (to be found on the back of the address card) or
- a valid issued by a Hungarian authority
- passport or
- identity card or
- driving licence
- passport or
- is
- 17 years of age or
- 16 years of age and married, and the marriage has been registered in the home country (Hungary)
- 17 years of age or
- the Hungarian court did not exclude him/her from the right to vote
- according to the Hungarian address register
- is resident abroad,
- does not have either a residence or a registered place of abode in Hungary
- is not registered in the address register.

A registered voter who is eligible to be entered in the central register of voters shall not be required to reapply for entry in the central register of voters for 10 years from the date of his/her entry in the register. The 10-year period starts again if he/she modifies or extends his/her registration or if he/she participates in the postal vote.
Applications for registration can be submitted at any time. However, in order to exercise the right to vote in a given election, the application must be received at the address of the National Election Office by the 25th day before the day of the election. If the application is received after that date, the right to vote may be exercised only at the next elections or national referendums.

EXPLANATORY GUIDE to the application for registration
The application may be submitted
a) online, after electronic identification or without electronic identification at www.valasztas.hu, Submitting an application online
b) in person at any diplomatic mission or local election office,
c) through a delivery agent at any diplomatic mission or local election office,
d) by letter sent by post to the National Election Office (to the following address: 1397 Budapest, Pf.: 547.) or to any foreign representation.

The application must be signed by the voter, the delivery agent is only authorised to deliver the application.
1. Data of the voter: fill in boxes (a) to (e) in accordance with the data on your identity card issued by the Hungarian authority.
2. Declaration: Choose only one of the listed options!
3. Receipt of ballot paper: if (f) is ticked, you must indicate where you wish to receive the ballot paper. It is important that you tick either (j) or (k) only. If you tick (g), you can enter a new place of delivery here. For point (j), you can choose one of the missions and listed below and one of the municipalities in Hungary listed in the table.
4. Notification address: if you have a client account, the decision on your request will be sent to your account. At this point, you can request that we send the decision to you by e-mail or post in addition to your storage space. Please tick no more than one of (l) and (m). If you do not have a repository, you must provide your notification address in this section if you tick (f). Please tick only one of the boxes (l) and (m).
5. Residence abroad: you can enter your residence abroad here (optional). You can only vote by post in elections to the European Parliament if you are resident outside the European Union.
6. Signature: the voter's signature is a condition for the validity of the application.
7. Power of attorney: if the application is submitted by a proxy to the foreign or local election office, this box must also be filled in. In section (o), enter the number of the proxy's identity document that will be used to prove his/her identity at the election office. In point (p), the voter must sign the power of attorney separately and indicate the place and date of signature. The validity of the power of attorney is subject to the signature and details of two witnesses.
The National Electoral Office will decide on the application immediately, but not later than 24 hours from the date of its submission or the opening of the procedure. In the event that the application cannot be fully assessed in the framework of an automatic decision, the Election Office shall take a decision within three working days from the date of its submission or the date of the opening of the procedure.
