Enrollment in/modification of/extension of/deletion from the central electoral register

Attention!

In connection with the general parliamentary elections of 2026, REGISTRATION applications must be received by 4 p.m. on March 18, 2026.

All voters who do not have a Hungarian address may request

  • to be entered in the register,
  • to have their entry in the register extended,
  • to have their data modified,
  • or to be removed from the register.

Who’s eligible

A person who has reached the age of 17, married before reaching the age of 18, and is a Hungarian citizen with no registered address in Hungary.

How to proceed

An application must be submitted.

The application can be submitted electronically, in person, by a proxy or by post.


1. Electronically

The application can be submitted electronically – with or without electronic identification – by clicking on the "Electronically" icon.

2. In person or through an authorized representative at any foreign representation or any local election office

Applicants present in person are entitled to submit their application on the spot, while authorized representatives are entitled to submit the application by submitting the form completed by the applicant.


3. By post to the National Election Office or any foreign representation.

The National Election Office will decide on the application in an automatic decision-making procedure.

If the applicant has a Client Gate+ storage space, the National Election Office will send its decision to the applicant's storage space and, if the applicant has indicated this in his/her application, will also deliver it by email (password protected) or by post.

If the applicant does not have a Client Gate+ storage space, the National Election Office will send the decision in the manner specified in the application, either by e-mail (password-protected) or by post.

In the case of applications submitted in person, the applicant may also request the decision to be delivered immediately on the scene.

Voters living abroad are listed in the central electoral register for 10 years. The 10-year period is calculated from the date on which the voter was entered in the register. However, the 10-year period shall restart if the voter

  • submits a ballot paper that is not considered invalid for the reasons specified in Section 289(3) e), f) or h) of Act XXXVI of 2013 on the Election Procedure, or
  • requests a change of address for notification, place of receipt of ballot papers or foreign address, or
  • requests an extension of their inclusion in the register.


Deadlines

The application can be submitted at any time, regardless of the election.

With regard to the general parliamentary elections of 2026

  • applications for inclusion in the register must be received no later than4 p.m. on March 18, 2026,
  • applications for extension of inclusion in the register must be received no later than4 p.m. on March 18, 2026,
  • applications for modification of data included in the register must be received no later than4 p.m. on March 18, 2026,
  • requests for removal from the register must be received no later than 4 p.m. on March 18, 2026.

With regard to further national and European Parliament elections

  • applications for inclusion in the register must be received no later than4 p.m. on the 25th day prior to the election,
  • applications for extension of inclusion in the register must be received no later than4 p.m. on the 25th day prior to the election,
  • applications for modification of data in the register must be received no later than4 p.m. on the 25th day prior to the election,
  • requests for removal from the register must be received no later than4 p.m. on the 25th day prior to the vote.


Documents to submit

No other documents are required to be submitted with the application.

Payment obligation

Submitting the application does not involve any payment obligation.

Supreme authority / remedy

An appeal may be lodged against a decision rejecting the application.

The appeal must be lodged no later than the thirtieth day following the date of the decision.

The appeal must be submitted in writing to the National Election Office:

  • by email: to fellebbezes@nvi.hu or
  • by post: National Election Office, 1397 Budapest, PO Box: 547, or
  • in person: 1054 Budapest, Alkotmány St. 3.

The appeal must contain

  • a reference to the violation of rights or interests directly resulting from the decision,
  • the name, address, place and date of birth of the applicant, and
  • the number identifying the decision affected by the appeal.

The absence of the name, address, place and date of birth, and the number identifying the decision subject to appeal shall not result in the rejection of the appeal without substantive examination if the identity of the applicant and the decision subject to appeal can be identified.

The President of the National Election Office shall decide on the appeal, if it does not concern the central electoral register or the register of postal voters, no later than on the fifteenth day following its receipt, if it concerns the central electoral register or the register of postal voters, and the appeal is received no later than the twenty-fifth day before the vote, no later than the second working day following its receipt, and if it is received after the twenty-fifth day before the vote, no later than the working day following its receipt, but no later than 3 p.m. on the third day before the election.

  • If the President of the National Election Office considers the appeal to be well-founded, he shall enter the voter in the central electoral register in accordance with the appeal, extend his or her entry in the central electoral register, modify his or her notification address and ballot paper receipt data, or delete his or her data from the central electoral register.
  • If the President of the National Election Office does not uphold the appeal, he shall submit the appeal to the Metropolitan Court of Budapest no later than the last day of the deadline available for consideration, which shall decide on the appeal on the fifteenth day following its receipt, or, in the case of a decision taken after the election has been called, within three days of its receipt, but no later than the day before the election.

Legal representation is not mandatory in court proceedings.

If the court considers the appeal to be well-founded, it will amend the decision; otherwise, it will reject the appeal.


Other information

The National Election Office processes applications, makes decisions, and delivers notifications—for all types of applications—using the election IT system, without human intervention, as part of an automated decision-making process, with the following exceptions:

  • in the case of applications submitted in person, by post or by proxy, an administrator will perform the following tasks:
    • identification of the person,
    • recording of the application, delivery of the decision.
  • An administrator shall be involved in the cases specified in Section 93(5) of Act XXXVI of 2013 on the Election Procedure (e.g., discrepancies between the applicant's application and the data in the central electoral register). Following the involvement of an administrator, the application will be assessed through automatic decision-making.

Definitions

Hungarian address: the address of the domicile in Hungary; in the case of persons who do not have a registered domicile in Hungary or abroad, the address of the registered temporary place of residence in Hungary.

central electoral register: the electronic register maintained by the National Election Office. Voters listed in the central electoral register are eligible to vote.

official identity document: a valid identity card, passport, or driving license issued by a Hungarian authority.
