Registration of a Nominating Organization for Parliamentary Elections

In the general election of Members of the National Assembly, a nominating organization may be:

  • a political party that is legally registered in the court registry of civil organizations at the time of the election, or
  • a national minority self-government,

provided that the National Election Commission has registered it as a nominating organization.

Parties that jointly nominate a candidate or submit a joint list must each be individually registered as nominating organizations by the National Election Commission.

If a national minority self-government wishes to submit a national minority list in the parliamentary election, it must initiate its registration as a nominating organization with the National Election Commission after the election has been announced.

The registration of a nominating organization must be submitted using the P1 form specified by law.

The nominating organization may only be registered by a person authorized to represent it, which, in the case of a political party, means the person who is listed as the party’s legal representative in the court registry of civil organizations. This person (or persons, in the case of joint signature authority) must sign the P1 form.

After it has been signed, the form may be submitted by anyone without authorization in one of the following ways:

  • In person: during office hours at the National Election Office operating alongside the National Election Commission (Mon–Thu: 8:30 a.m. to 4:00 p.m., Fri: 8:30 a.m. to 1:30 p.m.), or
  • By post: to the following address: 1054 Budapest, Alkotmány street 3.), or
  • Electronically:
    • With an advanced or qualified electronic signature as defined by the Act on Electronic Administration (Eüsztv.),
    • Or with identification-based document authentication (AVDH) to the email address nvb@nvi.hu,
    • Or via the e-Paper service. In the latter case, please ensure that all attachments are properly authenticated during submission.

There is no specific statutory deadline for submitting the registration of a nominating organization. However, it is important to note that application for recommendation sheets (used to collect supporting signatures for a candidate or a national minority list) can only be submitted after the party or national minority self-government has been officially registered as a nominating organization and that registration has become legally binding.

Official name, abbreviated name of the Nominating Organization

The P1 form used for the registration must include the official name of the organization, which in all case is the name of the party listed in the court registry of civil organizations, or in the case of a national minority self-government, the name in the Hungarian State Treasury (MÁK). The official, electronic court registry of civil organizations can be accessed here, and the MÁK register can be accessed here.

The form also allows for the abbreviated name of the nominating organization to be recorded on the internet and on the paper, which is primarily the abbreviated name listed in the registry of civil organizations, or, in the absence thereof, any other abbreviated name indicated at the time of the registration. However, the latter may not be identical to the name or abbreviated name of another organization already registered in the civil organizations' court registry or the registry of nominating organizations, candidates, and lists for the election. In the absence of an abbreviated name entered in the court registry, an abbreviated name may be given at the time of registration which is grammatically related to the official name of the nominating organization (e.g., an abbreviation or an acronym formed from it) or logically related to the activities of the nominating organization.

The abbreviated name will appear on the ballot paper only if the nominating organization requests it at the time of registration. This deadline is final; if the request is missed, the abbreviated name will appear only on informational material, not on the ballot paper.

The name of the nominating organization must be displayed on all recommendation sheets and on the ballot paper in the same format, regardless of any changes to the organization’s name. This means that if the name of the nominating organization is changed after the collection of recommendations has begun, the new name will not appear on the recommendation sheets or the ballot paper after the first release of the sheets.

To ensure equality among organizations, all nominating organization names on the ballot paper are displayed in capital letters, using the same font and size.

The logo of the Nominating Organization

The nominating organization may also attach its logo during the registration. The logo appears in colour on the Internet and in grayscale on the ballot paper (within an area that is 20 millimetres tall and 40 millimetres wide). According to current legislation, the deadline for submitting the logo is also binding. This means that, just like the abbreviated name, the logo will appear on the ballot paper only if the nominating organization requests it on the registration form at the time of submission.

With regard to the logo, it is important to note that, according to Section 5(1) of Act CCII of 2011 on the and Flag of Hungary and on State Honours, the coat of arms of Hungary, including its distinguishable parts such as the shield and the Holy Crown, may not be used as a symbol or as part of a symbol by a nominating organization.

The name of the National Minority Self -Government

The national minority self-government may request that its name and abbreviated name also appear on the ballot paper in the language of the minority. In this case, when the organization submits the registration, it must also attach a Word file on an electronic data carrier that contains the national minority self-government's name in capital letters.

Registration of the Nominating Organization

For the general elections of the Members of the National Assembly, a nominating organization must be registered with the National Election Commission. The registration is made by submitting the form specified by law for the organization to the National Election Office, which operates alongside the National Election Commission.

The National Election Commission decides on the registration of the nominating organization no later than the fourth day following the submission.

The National Election Office and the election office operating alongside the registering election commission maintain an official electronic registry of registered nominating organizations, candidates, and lists. The National Election Office obtains data on candidates and nominating organizations from the central electoral register, the civil registry, and the court registry of civil organizations.

Registering a proxy

The P1 form, as specified by the ministerial decree for the registration of the organization, may only be signed by the legal representative of the organization according to the court registry. The legal representative according to the court registry may designate a representative authorized to act statements on behalf of the nominating organization (hereinafter referred to as the proxy) on the form.

The legal representative listed in the court registry and the representative authorized to make statements as specified in the organization's registration form may register additional authorized representatives with the election bodies. . Authorizations recorded in a public deed or a private deed with full probative force must be submitted to the National Election Office during office hours.

A sample of the authorization for further delegation of representation rights is available here (its use is not mandatory). The details of the legal representative(s) according to the court registry, as well as the authorized representatives registered as described above, will be recorded by the National Election Office in the electoral IT system, enabling these individuals to act before the election bodies after verifying their identity.

In addition, representatives listed in the electoral IT system may further delegate their authorization in writing (in a public deed or a private deed with full probative force) to additional representatives, who, upon presenting the authorization and according to its contents, will be entitled to act on behalf of the nominating organization before the election bodies.
