Applying for national minority electoral register data
Country-level national minority self-governments registered as nominating organizations are entitled to receive, free of charge, upon their written request, on the thirty-eighth and thirteenth days before the election, from the National Election Office, the name, address, age, and gender of voters who are registered in the central electoral register as voters of the specific national minority with effect also for the election of Members of the National Assembly. This data may only be used for the purpose of direct political campaigning. Any other use, copying, or transfer to third parties is strictly prohibited.
The request can be submitted:
- in person at the headquarters of the National Election Office (1054 Budapest, Alkotmány St. 3.) during customer service hours on weekdays (Mon-Thu: 8:30-16:00, Fri: 8:30-13:30);
- by post, by sending the request to 1397 Budapest, Pf.: 547, by the indicated deadline; or
- by email to nvb@nvi.hu by the indicated deadline.
National minority self-governments must delete the provided data, including the data provided upon the initial handover of the recommendation forms, no later than 4:00 PM on election day, and the minutes prepared on this must be submitted to the National Election Office within three days. (The minutes of deletion can also be sent in signed, electronically scanned form tonvb@nvi.hu by the indicated deadline.)
Please note that in case of unauthorized use of the data, or violation of the obligation to delete the data in spite of sending the minutes of deletion – based on an objection to this effect – a fine may be imposed!
Furthermore, please note that the National Authority for Data Protection and Freedom of Information (NAIH) has already published several recommendations on its website (www.naih.hu) regarding the handling of election-related data, which all parties involved are advised to take into account.
