Certificate of suffrage
Any adult citizen may request confirmation from the National Election Office that there are no grounds for disqualification from voting based on the register of citizens who do not have the right to vote. The National Election Office will issue an official certificate if the request is granted.
What you need to do
The application for certification can be submitted electronically, in person, or by a delivery agent, as described below.
- The application can be submitted electronically – with electronic identification – on the Personalized Administration Interface available on the www.magyarorszag.hu website by clicking here.
- It can be submitted in person or by an authorized representative at any local election office.

Your application must include your personal identification data (name, birth name, place and date of birth, personal identification number or the number of your identity document issued by a Hungarian authority) and address, as well as the purpose for which you require the certificate and your request for its issuance.
The National Election Office will decide on the application in an automated decision-making process and, if the application is approved, will issue an official certificate; otherwise, it will issue a rejection decision.

Applications for certification may be submitted at any time.

No documents other than the application form need to be submitted.

There is no payment obligation associated with submitting the application.

Higher authority/legal remedy
If the National Election Office decides that the certificate cannot be issued, an appeal may be lodged against this decision. The appeal may be submitted electronically or in writing; it is not possible to submit it verbally (e.g. by telephone or in person for the record). The appeal must be submitted to the National Election Office:

Other information
If the applicant has a customer portal account, the National Election Office will send the decision on the application to the applicant's account. In addition to the account, the application may also request delivery by e-mail or post, or personal collection.
If the applicant does not have a customer portal account, the National Election Office will deliver the decision to the email address or postal address provided in the application, or personal collection may also be requested.
The register of citizens without voting rights is maintained by the National Election Office, which includes adult citizens and minors who have reached the age of seventeen.
- who have been excluded from voting due to limited mental capacity, or
- who are undergoing compulsory treatment in an institution ordered by a criminal court, or
- who have been disqualified from public office, or
- who are serving a prison sentence.
An adult citizen is a person who has reached the age of 18 or, if they have not reached the age of 18, a person who has become an adult through marriage.
The certificate contains the citizen's name, birth name, mother's name, place and date of birth, and whether there are any grounds for exclusion from the right to vote based on the register of citizens without voting rights.
If the citizen regains their right to vote, their data will be deleted from the register of citizens without voting rights.
