Registration of a Nominating Organization for Parliamentary by-elections
A by-election must be held in a single-member constituency if:
- there is no candidate in the election,
- two or more candidates obtain an equal number of votes, making the highest number of votes tied,
- the mandate of the elected representative from the individual constituency expires.
The by-election must be held according to the constituency division used in the previous general election for the parliamentary representatives.
The by-election for parliamentary representatives is scheduled by the National Election Commission based on a proposal from the parliamentary single-member constituency election commission (OEVB).
A nominating organization in a by-election for parliamentary representatives can be any party that is registered in the court registry of civil organizations at the time the election is scheduled, and the parliamentary single-member constituency election commission (OEVB) for the election location has legally registered it as a nominating organization.
Political parties intending to nominate a joint candidate must each register separately as nominating organizations.
The P1 form is available for the registration of the nominating organization.
The registration must be made by a person authorized to represent the organization, which, in the case of a political party, is the party’s legal representative listed in the court registry of civil organizations. This form must be signed by the authorized person (or persons, in the case of joint representation) and may then be submitted by anyone at the election office operating alongside the OEVB. No power of attorney is required.
If submitted electronically, the form must be signed with a secure or qualified electronic signature in accordance with the Act on Electronic Administration (Eüsztv.) or verified via document authentication service (AVDH). Alternatively, it can be submitted via the e-Paper service. In the latter case, please ensure that all attachments are properly authenticated at the time of submission.

Official name, abbreviated name of the Nominating Organization
TheP1form must include the official name of the organization, which must always match the name registered in the court registry of civil organizations. The public electronic court registry of civil organizations can be accessed here.
The form also allows for the abbreviated name of the nominating organization to be recorded on the internet and on the ballot paper, which is primarily the abbreviated name listed in the registry of civil organizations, or, in the absence thereof, any other abbreviated name indicated at the time of the registration. However, the latter may not be identical to the name or abbreviated name of another organization already registered in the court registry of civil organizations or the registry of nominating organizations, candidates, and lists for the given by-election. In the absence of an abbreviated name entered in the court registry, an abbreviated name may be given at the time of registration which is grammatically related to the official name of the nominating organization (e.g., an abbreviation or an acronym formed from it) or logically related to the activities of the nominating organization.
If no abbreviated name is provided, the organization will appear on the www.valasztas.hu website with the first 31 characters of its official name.The abbreviated name will only appear on the ballot paper if the nominating organization requests it at the time of the registration. The deadline is final, meaning if the request is missed, the abbreviated name will only be displayed on the informational surface, not on the ballot paper.
The name of the nominating organization must appear in the same format on all recommendation sheets and the ballot paper, regardless of any changes to the organization’s name. This rule means that if the name of the nominating organization is changed after the collection of recommendations has begun, the new name will not appear on the recommendation sheets or the ballot paper after the first release of the sheets.
To ensure equality among organizations, all names of nominating organizations will appear on the ballot paper in uppercase letters, using the same font and size.
The logo of the Nominating Organization
The nominating organization may attach its logo to the P1 form at the time of submission, subject to specific rules regarding its resolution and format, which are outlined in the submission form. The logo will appear in colour on the internet and in grayscale on the ballot paper. According to the applicable legal regulations, the deadline for submitting the logo is also binding, meaning that the logo – similar to the abbreviated name – will only appear on the ballot paper if the nominating organization requests it on the form at the time of submission.
Furthermore, it is important to note that in accordance with Section 5(1) of Act CCII of 2011 on the use of the Coat of Arms and Flag of Hungary and on State Honours, the coat of arms of Hungary and its distinguishable parts, the coat of arms shield and the Holy Crown may not be used as symbols or parts of symbols of a nominating organization.
Proxy
TheP1form may only be signed by the legal representative of the organization as registered in the court registry. The legal representative in the court registry may designate a representative authorized to make statements on behalf of the nominating organization (hereinafter referred to as: authorized representative). The legal representative of the organization in the court registry, as well as the representative designated on the submission form, may appoint further authorized representatives to the election bodies.
(Group) authorizations recorded in a public deed or a private deed with full probative force must be submitted to the single-member constituency election office operating under the OEVB, which is authorized to register nominating organizations, during office hours. The data of the organization's representatives will be recorded in the election IT system by the election office of the single-member constituency, so these individuals can act before the election bodies after verifying their identity.
Representatives listed in the electoral IT system may transfer their authorization to other representatives in writing (in a private document with full probative force).
To register the Nominating Organization
In a by-election for a Member of the National Assembly, the nominating organization must be registered with the election commission responsible for the registration of candidates—the election commission of the relevant single-member constituency affected by the by-election. The submission means handing over the P1 form to the parliamentary single-member constituency election office (OEVI) operating alongside the election commission.
The existence and the authenticity of the organization's data will be verified by the OEVI in the court registry of civil organizations.
The election commission of the relevant single-member constituency affected by the by-election is authorized to register the nominating organizations. The election commission will register the nominating organization that meets the legal requirements no later than the fourth day after the submission of the application.
