General Rules for Nominating Candidates and Establishing Lists
In the election of local government representatives and mayors, any adult Hungarian citizen and any adult citizen of another member state of the European Union residing in Hungary who is on the central electoral register may be a candidate.
While active suffrage, i.e., the right to vote, is conditional upon local residence in Hungary, passive suffrage, the right to be elected, is not. Thus, an adult Hungarian citizen who does not have a permanent residence in Hungary does not have the right to vote in the election of local government representatives and mayors but has passive suffrage, i.e., they are eligible to be elected, provided that they are on the central electoral register based on their application.
It is also an important rule that the right to be elected is not tied to the settlement where the candidate's address is located, meaning that a voter is eligible to be elected in any settlement or constituency.
Limitations on the Right to be Elected
The following are not eligible to be elected, i.e., cannot be candidates:
- a person who has been excluded from the right to vote by a court due to the commission of a crime or the restriction of their capacity to act,
- a person who is serving a prison sentence based on a final judgment,
- a person who is undergoing compulsory institutional medical treatment ordered in criminal proceedings,
- a person who is under the effect of a final judgment prohibiting them from the exercise of public affairs,
- a citizen of another member state of the European Union residing in Hungary if they have been excluded from the exercise of this right in their home country based on the law, court, or authority decision of their country of citizenship.
The candidate for mayor
In a mayoral election, the settlement or the metropolitan district constitutes one electoral district, and in the case of the chief mayoral election, the capital city constitutes one electoral district.
In a (chief) mayoral election, a candidate may be:
- a party candidate,
- an association candidate, or
- an independent candidate.
A person may only accept nomination in one settlement.
In the first two cases (party and association candidate), it is necessary for the party/association, legally registered in the court register of civil organizations at the time of the election announcement, to be registered as a nominating organization by one of the territorial election commissions or the National Election Commission. Two or more nominating organizations may also nominate a joint candidate.
A mayoral candidate can be a person who is recommended by:
- at least 3% of the voters of a settlement with a population of 10,000 or less,
- at least 300 voters in the case of a settlement with a population exceeding 10,000 but not exceeding 100,000,
- at least 500 voters in the case of a settlement with a population exceeding 100,000.
A chief mayoral candidate can be a person who is recommended by at least 5,000 voters of the capital city.
The number of recommendations required for nomination shall be determined by the head of the local election office on the 66th day before the election.
Recommendation
A mayoral candidate can only be recommended on a numbered recommendation form issued by the competent local election office (of the place of candidacy). The recommendation forms required for a chief mayoral candidate can be requested and collected from the Metropolitan Election Office (FVI). Requesting Recommendation Forms
A recommendation form may be requested after the announcement of the election by a voter intending to run as an independent candidate, or by a nominating organization legally registered by the territorial election commission/National Election Commission, through a person authorized to represent them. The A4 form specified by law is used for submitting the request, which can be submitted by anyone, without authorization, to the election office of the place of candidacy.
It is important to note that a recommendation form can only be requested for a voter who has the right to vote at the time of submitting the request.
The following table summarizes the nominations that a voter may accept simultaneously with a (chief) mayoral candidacy:
Name Display
If a candidate has multiple first names, they may request on the legally specified A4 form when requesting the endorsement forms that only one of their first names be included on the endorsement forms, the ballot paper, and the official election website. The candidate may also request that the endorsement forms, the ballot paper, and the official election website do not include the "Dr." title if it is part of their name. Once the endorsement forms have been issued for the first time, the legal declaration regarding the display of the name can no longer be modified.
On the form, the mayoral candidate must also declare whether they intend to perform their duties as a full-time occupation or as a voluntary public service. A facial photograph of the candidate may be attached to the legally specified A4 form if they consent to its publication on the official election website.
A candidate belonging to a national minority may also request on this form that their name be indicated in their national minority language on the ballot paper and the official election website.
Collection of Endorsement Forms
The election office will hand over the requested number of endorsement forms to the applicant at the earliest on the 50th day before the election, between 8:00 AM and 4:00 PM.
Following this, endorsement forms can be requested and collected on working days during office hours.
The following are entitled to collect the endorsement forms:
- the voter intending to run as a candidate;
- the person designated on the legally specified A4 form for requesting the endorsement form;
- the following representative of the legally registered nominating organization:
- a) the legal representative(s), i.e., the person(s) who are the representative(s) of the organization according to the court register of civil organizations;
- b) the person authorized to represent the organization on the form used for registering the nominating organization;
- c) a person authorized by the persons under points a) and b) who is entitled to act with jurisdiction in the given settlement/capital city;
- d) a person authorized by the persons under points a) to c) with a private document of full evidentiary force or a public document.
The election office will issue a receipt upon the handover of the endorsement forms. Making copies of the endorsement forms, even when blank, is strictly prohibited!
In addition to the received endorsement forms, further forms can be requested by submitting a new legally specified A4 form until the deadline for submitting the candidate's nomination, i.e., 4:00 PM on the 34th day before the election.
If the name of the voter intending to run as a candidate or the nominating organization changes after the first issuance of the endorsement forms, this will not be reflected on the subsequently requested endorsement forms. Both the voter intending to run as a candidate and the nominating organization will appear with the name indicated on the endorsement form issued for the first time on all endorsement forms and the ballot paper, even if the candidate's current name changes due to marriage or other reasons by the day of the election.
National Minority Candidate
A voter intending to run as a national minority candidate must also declare on the legally specified A6 form when requesting the endorsement form that they undertake the representation of their nationality and that they speak the language, know the culture and traditions of the national minority community.
The local election office, or in the case of a chief mayoral candidate, the Metropolitan Election Office, will check in the register of candidates when the form for requesting the form is submitted whether the voter requesting the endorsement form and intending to run as a national minority candidate was not a national minority candidate of another nationality in the previous two general elections of local government representatives and mayors (general elections of 2014 and 2019) and the by-elections following them. If the voter intending to run as a candidate was previously a candidate of another nationality, their request for forms does not meet the legal requirements, and therefore the endorsement forms cannot be issued to them.
If the request for forms meets the legal criteria, in addition to the previously recorded information, the nationality represented by the voter intending to run as a national minority candidate will also be indicated on their endorsement form.
Collection of Endorsements
The voter submits their endorsement on the endorsement form, which must be filled in with their name, personal identification number, Hungarian address, and their own handwritten signature. Another person may write the voter's data on the endorsement form in the voter's presence, but their own handwritten signature is still an essential condition.
A voter may endorse multiple candidates, but may only support one candidate with one endorsement.
Endorsements may be collected anywhere without harassing citizens, with the following exceptions:
- at the workplace of the person collecting the endorsement and the endorser during their working hours or while fulfilling their work obligations arising from their employment or other work-related legal relationship,
- from a person in service with the Hungarian Defence Forces and central government agencies at their place of service or while performing their official duties,
- on public transport,
- in the official premises of state, local, and national minority self-government bodies,
- in higher education and public education institutions,
- in the premises of healthcare providers, and
- in privately owned areas open to the public without the prior written consent of the owner.
An endorsement collected in violation of the endorsement rules is invalid!
It is forbidden to offer or promise any advantage to the voter for giving an endorsement!
The endorsement form must also include the name, personal identification number or the number of the endorser's identity card/passport/driving license, and signature of the person collecting the endorsement. It is important for independent candidates and nominating organizations to pay particular attention to ensuring that the collector accurately provides their data on the endorsement form. If the collector's data is incomplete or incorrect (e.g., a misspelling of their personal identification number, a discrepancy between their current and birth name, and the latter is provided), it will result in the invalidity of all endorsements on that endorsement form.
Furthermore, we draw the attention of all candidates and nominating organizations to the fact that the National Authority for Data Protection and Freedom of Information (NAIH) publishes a recommendation on its website (www.naih.hu) regarding data processing related to elections, which all concerned parties are advised to consider. Nomination of the (Chief) Mayor Candidate
The mayoral candidate must be nominated by submitting the endorsement forms to the local election commission competent for registration, and the chief mayoral candidate to the Metropolitan Election Commission, no later than 4:00 PM on the 34th day before the election. There is no possibility for the phased submission of endorsements! At the time of nomination, at least the number of valid endorsements required for candidacy must be submitted.
In addition to submitting the endorsement forms, candidates must declare that they will not use foreign support or assets originating from foreign support in relation to the given election for the purpose of influencing or attempting to influence the will of the voters.
Submission of Endorsement Forms
All endorsement forms must be returned to the election office by the deadline for submitting the candidate's nomination (no later than 4:00 PM on the 34th day before the election). An endorsement form that does not contain an endorsement must be returned no later than 4:00 PM on the 33rd day before the election. A so-called blank endorsement form is one that does not contain any data. An endorsement form on which the entered data has been crossed out, obliterated, or made illegible with correction fluid or other means is not considered a blank form.
In addition to submitting the endorsement forms, candidates must declare that they will not use foreign support or assets originating from foreign support in relation to the given election for the purpose of influencing or attempting to influence the will of the voters. Without this declaration, the election commission will not register the candidate.
In the event of failure to comply with the obligation to return the forms, the local election commission competent for registering the mayoral candidate, or in the case of a chief mayoral candidate, the Metropolitan Election Commission, is obliged to impose a fine ex officio. The amount of the fine is HUF 1,000 for each endorsement form not submitted by the deadline. The fine imposed by the election commission shall be borne by the voter intending to run as an independent candidate, or in the case of a candidate nominated by a nominating organization, by the nominating organization nominating the candidate, or in the case of a joint candidate, by all nominating organizations participating in the nomination, jointly and severally.
The endorsement forms can be handed over to the local election office, or in the case of a chief mayoral candidate, to the Metropolitan Election Office, by anyone without authorization.
There is no possibility of exoneration for failure to comply with the obligation; the fine must be paid even if the endorsement forms were lost or destroyed due to reasons beyond the control of the obligated party.
However, no fine can be imposed for an endorsement form without endorsements submitted on the day following the deadline for submitting the candidacy at the latest.
Verification of Endorsements
The endorsements submitted will be verified by the election office operating alongside the election commission competent for registering the candidate within 3 days.
During the verification, the independent candidate or a representative of the organization nominating the candidate may be present, but may not disrupt the verification process.
The verification of endorsements only needs to continue until the number of valid endorsements reaches the number required for candidacy.
The election office will not check the endorsements if the number of endorsements on the submitted endorsement forms does not reach the number required for candidacy.
In addition, if the voter intending to run as a candidate or the nominating organization requests it, the election office performing the verification will provide information on the result of the verification.
Registration of the (Chief) Mayor Candidate
If the nomination meets the legal requirements, the local election commission will register the mayoral candidate, and the Metropolitan Election Commission will register the chief mayoral candidate, no later than the 4th day following the submission of the nomination.
If the election commission rejects the registration of the candidate due to an insufficient number of endorsements, the independent candidate or the nominating organization may request additional endorsement collection forms by submitting a new legally specified A4 form until the deadline for submitting the candidacy, i.e., 4:00 PM on the 34th day before the election. The additionally collected and submitted endorsements by the deadline must be added to the endorsements already submitted.
Rules Regarding the Nomination of a Joint (Chief) Mayor Candidate
Two or more nominating organizations may also nominate a joint (chief) mayoral candidate.
The endorsement form must be requested jointly by the nominating organizations participating in the nomination of the joint candidate on the legally specified A4 form, and the joint candidate must be nominated jointly by submitting the endorsement forms.
Withdrawal of a (Chief) Mayor Candidate
A (chief) mayor candidate is withdrawn if:
- they are removed from the central electoral register before the start of voting in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of voting,
- they resign their candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or through a delivery proxy to the election office operating alongside the election commission that decided on their registration.
Individual list candidate
Election of Representatives in Settlements with a Population of 10,000 or Less
In settlements with a population of 10,000 or less, the election of representatives takes place in a so-called single-mandate constituency electoral system. In this type of election, the entire settlement forms one electoral district. The number of representatives varies in proportion to the population size.
Nomination
A candidate for a single-mandate constituency representative can be any person who has been nominated by at least 1% of the voters of the settlement. The number of recommendations required for nomination is determined by the head of the local election office on the 66th day before the election.
Recommendation
A candidate can only be recommended on a numbered recommendation form issued by the competent local election office (of the place of candidacy). The contact details of the local election offices can be found here.

In addition to submitting the recommendation forms, candidates must declare that they will not use foreign support or assets originating from foreign support in relation to the given election for the purpose of influencing or attempting to influence the will of the voters.

All recommendation forms must be returned to the local election office by the deadline for submitting the candidate's nomination, i.e., no later than 4:00 PM on the 34th day before the election day. Rules Regarding the Nomination of a Joint Single-Mandate Constituency Candidate
Two or more nominating organizations may also nominate a joint single-mandate constituency candidate.
The recommendation form must be requested jointly by the nominating organizations participating in the nomination of the joint candidate on the legally specified A4 form, and the joint candidate must be nominated jointly by submitting the recommendation forms. The rules for joint candidates are otherwise the same as the rules for independent candidates.
Withdrawal of a Single-Mandate Constituency Candidate
A candidate is withdrawn if:
- they are removed from the central electoral register before the start of voting in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of voting,
- they resign their candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or through a delivery proxy to the election office operating alongside the election commission that decided on their registration. The letter of resignation must be delivered to the local election office of the place of candidacy, in person or by an authorized representative. The resignation becomes effective upon receipt of the declaration by the election office, provided that the submission occurred by the aforementioned deadline.
The individual constituency candidate
Election of Representatives in Settlements with More Than 10,000 Inhabitants and in the Districts of the Capital City
In settlements with more than 10,000 inhabitants and in the districts of the capital city, representatives can obtain mandates in a mixed electoral system, through individual constituencies and compensation lists. The number of individual constituencies and compensation list mandates is adjusted to the population size of the settlements.
Nomination
In settlements with more than 10,000 inhabitants and in the districts of the capital city, a candidate for representative in an individual constituency will be a person who has been nominated by at least 1% of the voters in the given constituency. The number of endorsements required for nomination is determined by the head of the local election office on the 66th day before the election.
Recommendation

The endorsement form indicates the type of election, the name of the voter intending to run as a candidate, the name of the nominating organization or the fact of independent nomination, and the designation of the constituency. In the case of a joint candidate, the election office will indicate the names of all nominating organizations nominating the joint candidate.
The election office will issue a receipt upon the handover of the endorsement forms. Making copies of the endorsement forms, even when blank, is strictly prohibited!
In addition to the received endorsement forms, further forms can be requested by submitting a new legally specified A4 form until the deadline for submitting the candidate's nomination, i.e., 4:00 PM on the 34th day before the election.
If the name of the voter intending to run as a candidate or the nominating organization changes after the first issuance of the endorsement forms, this will not be reflected on the subsequently requested endorsement forms. Both the voter intending to run as a candidate and the nominating organization will appear with the name indicated on the endorsement form issued for the first time on all endorsement forms and the ballot paper, even if the candidate's current name changes due to marriage or other reasons by the day of the election.
National Minority Candidate
A voter intending to run as a national minority candidate must also declare on the legally specified A6 form when requesting the endorsement form that they undertake the representation of their nationality and that they speak the language, know the culture and traditions of the national minority community.
The local election office will check in the register of candidates when the form for requesting the form is submitted whether the voter requesting the endorsement form and intending to run as a national minority candidate was not a national minority candidate of another nationality in the previous two general elections of local government representatives and mayors (general elections of 2014 and 2019) and the by-elections following them. If the voter intending to run as a candidate was previously a candidate of another nationality, their request for forms does not meet the legal requirements, and therefore the endorsement forms cannot be issued to them.
If the request for forms meets the legal criteria, in addition to the previously recorded information, the nationality represented by the voter intending to run as a national minority candidate will also be indicated on their endorsement form.
Collection of Endorsements
The voter submits their endorsement on the endorsement form, which must be filled in with their name, personal identification number, Hungarian address, and their own handwritten signature. Another person may write the voter's data on the endorsement form in the voter's presence, but their own handwritten signature is still an essential condition.
A voter may endorse multiple candidates, but may only support one candidate with one endorsement.
Endorsements may be collected anywhere without harassing citizens, with the following exceptions:
- at the workplace of the person collecting the endorsement and the endorser during their working hours or while fulfilling their work obligations arising from their employment or other work-related legal relationship,
- from a person in service with the Hungarian Defence Forces and central government agencies at their place of service or while performing their official duties,
- on public transport,
- in the official premises of state, local, and national minority self-government bodies,
- in higher education and public education institutions,
- in the premises of healthcare providers, and
- in privately owned areas open to the public without the prior written consent of the owner.
An endorsement collected in violation of the endorsement rules is invalid!
It is forbidden to offer or promise any advantage to the voter for giving an endorsement!
The endorsement form must also include the name, personal identification number or the number of the endorser's identity card/passport/driving license, and signature of the person collecting the endorsement. It is important for independent candidates and nominating organizations to pay particular attention to ensuring that the collector accurately provides their data on the endorsement form. If the collector's data is incomplete or incorrect (e.g., a misspelling of their personal identification number, a discrepancy between their current and birth name, and the latter is provided), it will result in the invalidity of all endorsements on that endorsement form.

Nomination of the Individual Constituency Representative Candidate
The candidate must be nominated by submitting the endorsement forms to the local election commission competent for registration (of the place of candidacy) no later than 4:00 PM on the 34th day before the election.
The election office will not check the endorsements if the number of endorsements on the submitted endorsement forms does not reach the number required for candidacy.
The election office will not continue the detailed verification of endorsements once it becomes certain that the number of valid endorsements reaches the number required for candidacy.
Submission of Endorsement Forms
All endorsement forms must be returned to the local election office by the deadline for submitting the candidate's nomination (no later than 4:00 PM on the 34th day before the election). An endorsement form that does not contain an endorsement must be returned no later than 4:00 PM on the 33rd day before the election. A so-called blank endorsement form is one that does not contain any data. An endorsement form on which the entered data has been crossed out, obliterated, or made illegible with correction fluid or other means is not considered a blank form.
In addition to submitting the endorsement forms, candidates must declare that they will not use foreign support or assets originating from foreign support in relation to the given election for the purpose of influencing or attempting to influence the will of the voters. Without this declaration, the election commission will not register the candidate.
The endorsement forms can be returned to the local election office by anyone without authorization.
In the event of failure to comply with the obligation to return the forms, the local election commission competent for registering the candidate is obliged to impose a fine ex officio. The amount of the fine is HUF 1,000 for each endorsement form not submitted by the deadline. The fine imposed by the election commission shall be borne by the voter intending to run as an independent candidate, or in the case of a candidate nominated by a nominating organization, by the nominating organization nominating the candidate, or in the case of a joint candidate, by all nominating organizations participating in the nomination, jointly and severally.
There is no possibility of exoneration for failure to comply with the obligation; the fine must be paid even if the endorsement forms were lost or destroyed due to reasons beyond the control of the obligated party.
However, no fine can be imposed for an endorsement form without endorsements submitted on the day following the deadline for submitting the candidacy at the latest.
Verification of Endorsements
The endorsements submitted will be verified by the election office operating alongside the local election commission competent for registering the candidate within 3 days.
During the verification, the independent candidate or a representative of the organization nominating the candidate may be present, but may not disrupt the verification process.
The verification of endorsements only needs to continue until the number of valid endorsements reaches the number required for candidacy.
In addition, if the voter intending to run as a candidate or the nominating organization requests it, the election office performing the verification will provide information on the result of the verification.
Registration of the Individual Constituency Representative Candidate
If the nomination meets the legal requirements, the local election commission will register the individual constituency representative candidate no later than the 4th day following the submission of the nomination.
If the local election commission rejects the registration of the candidate due to an insufficient number of endorsements, the independent candidate or the nominating organization may request additional signature collection forms by submitting a new legally specified A4 form until the deadline for submitting the candidacy, i.e., no later than 4:00 PM on the 34th day before the election. The additionally collected and submitted endorsements by the deadline must be added to the endorsements already submitted.
Rules Regarding the Nomination of a Joint Individual Constituency Representative Candidate
Two or more nominating organizations may also nominate a joint individual constituency candidate.
The endorsement form must be requested jointly by the nominating organizations participating in the nomination of the joint candidate on the legally specified A4 form. The nomination of the joint candidate takes place by submitting the endorsement forms to the local election commission competent for registration (of the place of candidacy). The rules for joint candidates are otherwise the same as the rules for independent candidates.
Withdrawal of an Individual Constituency Representative Candidate
A candidate is withdrawn if:
- they are removed from the central electoral register before the start of voting in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of voting,
- they resign their candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or through a delivery proxy to the election office operating alongside the election commission that decided on their registration.
The list of compensation
In the settlements with more than 10,000 inhabitants and in the capital districts, MEPs can obtain a mandate in a mixed electoral system-individual constituency and compensation list.
The number of individual constituencies and compensation list mandates is adapted to the population of the settlements.
Compensation list by a territorial electoral committee or the National Electoral Commission a final registered nominee may claim , if the affected settlement nominated in at least two thirds of his individual constituencies .
Nomination organizations that have set up a common individual candidate in at least two -thirds of individual constituencies can set a common compensation list.
Announcement of the List of Compensation

The list can be adjusted up to three times as many candidates as the number of mandates on the list. The order of the candidates on the list is determined by the nominee, which cannot be modified after the list is announced. If one of the candidates has been eliminated from the list, the next candidate will be replaced. No new candidate can be reported for the reported list.
The nominee organization may withdraw the list or the nomination of the list on the list by the deadline for notification of the list, ie day 33 before the vote. Instead of the withdrawal list, the marker organization cannot set a new list.
Marking organizations that have set up a common individual candidate in more than two -thirds of individual constituencies can set a common compensation list. Representatives of the common list nominee organizations should be done jointly by the common list statements (eg notification, withdrawal).

The nominating organization can withdraw the list or the nomination of a candidate on the list no later than the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. The nominating organization cannot submit a new list in place of a withdrawn list.
Those nominating organizations that have nominated joint individual candidates in more than two-thirds of the individual constituencies can set up a joint compensation list. The legal declarations related to the joint list (e.g., submission, withdrawal) must be made jointly by the representatives of the nominating organizations establishing the joint list.

- the local election office deletes the compensation list from the register of nominating organizations, candidates, and lists.
The local election office will delete the compensation list from the register if the nominating organization does not have legally registered, and submitted but not yet legally decided, individual constituency candidates in at least two-thirds of the individual constituencies of the settlement.
A withdrawn list must be deleted from the register of nominating organizations, candidates, and lists, as well as from the ballot papers.
Capital list
Members of the Budapest Metropolitan Assembly can obtain mandates through a party-list proportional representation system. Voters elect 32 representatives to the Metropolitan Assembly. In this case, Budapest constitutes a single electoral district. The directly elected Mayor of Budapest is also a member of the Assembly.
Nomination
For the election of members to the Budapest Metropolitan Assembly, a metropolitan list in Budapest can be established by a nominating organization legally registered by the territorial election committee or the National Election Committee, which has either nominated a candidate for Mayor of Budapest or at least three candidates for mayor in the metropolitan districts.
Those nominating organizations that have nominated a joint candidate for Mayor of Budapest or joint candidates for mayor in at least three metropolitan districts can establish a joint metropolitan list. Legal declarations related to the joint list (e.g., submission, withdrawal) must be made jointly by the representatives of the nominating organizations establishing the joint metropolitan list.
Similarly to the compensation list, no recommendations are required for the metropolitan list.
Notification of the Metropolitan List
The metropolitan list must be submitted no later than 4:00 PM on the 33rd day before the election to the Budapest Election Committee using the L4 form specified by law, to which an SZ4 form specified by law must be attached for each candidate row. The candidates on the list must declare that they will not use foreign support or assets originating from such support for the purpose of influencing or attempting to influence the will of the voters in the given election.
When compiling the metropolitan list, the nominating organization must take into account its nominated candidate for Mayor of Budapest or the number of its district mayoral candidates registered by the time the list is registered, with the exception of any candidate whose registration has been rejected by the Budapest Election Committee or the local election committee.
A maximum of three times as many candidates can be placed on the metropolitan list as the number of mandates that can be obtained on the list. The order of the candidates on the list is determined by the nominating organization and cannot be changed after the list is submitted. Thirty-two individuals can obtain a mandate in the Metropolitan Assembly from the metropolitan list. If a candidate drops out from the list, the next candidate in order on the list takes their place. New candidates cannot be added to the submitted list.
The nominating organization can withdraw the metropolitan list or the nomination of a candidate on the list no later than the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. The nominating organization cannot submit a new list in place of a withdrawn list.

Registration of the Metropolitan List
The Budapest Election Committee will register all lists that meet the legal requirements no later than the 4th day following their submission.
Alongside a Metropolitan List Candidacy
a) one mayoral and/or one individual constituency and/or one compensation list candidacy in one metropolitan district, OR b) one candidacy for Mayor of Budapest can be accepted.

Withdrawal of the Metropolitan List
A metropolitan list is withdrawn if:
- the nominating organization withdraws the list,
- all candidates on the list are withdrawn before the start of voting,
- the election office deletes the nominating organization that established the list, or, in the case of a joint list, all nominating organizations, from the register of nominating organizations, candidates, and lists,
- in the case of a metropolitan list, if the candidate for Mayor of Budapest is withdrawn and the number of mayoral candidates in the districts does not meet the legal minimum.
County list statement
For the election of members to the county assembly, each county (vármegye) forms one electoral district, which does not include cities with county rights (megyei jogú város) or the capital city. This means that voters with a place of residence in a city with county rights or the capital city do not participate in the election of members to the county assembly.
Members of the county assembly are elected by voters from county lists established by nominating organizations.
The number of members of the county assembly is determined by the head of the territorial election office based on the county's population.
Nomination
A county list can be established by a nominating organization legally registered by the territorial election committee or the National Election Committee, which has collected the valid recommendations of 0.5% of the voters eligible to vote in the county. Those nominating organizations that wish to establish a joint list must collect the valid recommendations of 1% of the voters, which cannot be less than 2000 valid recommendations.
The number of recommendations required for establishing independent and joint lists is determined by the head of the territorial election office on the 66th day before the election.
Recommendation
A list can only be recommended on a numbered recommendation form issued by the competent territorial election office (according to the place of list compilation). The contact details of the territorial election offices can be found here.
Requesting Recommendation Forms
After the election is announced, a legally registered nominating organization can request recommendation forms through its authorized representative. The A5 form specified by law is used to submit the request, which can be submitted to the territorial election office at the place of list compilation by anyone without authorization.
The nominating organization can only request the recommendation forms necessary for establishing a county list if its registration has already become legally binding.
Collection of Recommendation Forms
The territorial election office will hand over the requested number of recommendation forms to the requester between 8:00 AM and 4:00 PM on the 50th day before the election at the earliest.
After this, recommendation forms can be requested and collected on working days during office hours.
The following are entitled to collect the recommendation forms:
1, The following representative of the legally registered nominating organization:
a) the legal representative(s), i.e., the person(s) who are the representative(s) of the organization according to the court register of civil organizations;
b) the person authorized to represent the organization on the form used to notify the nominating organization;

There is no possibility for the phased submission of recommendation forms! At the time of submission, at least as many recommendations must be submitted as the number of valid recommendations required for establishing the list.
A maximum of three times as many candidates can be placed on the county list as the number of representatives to be elected. The order of the candidates on the list is determined by the nominating organization and cannot be changed after the list is submitted. If a candidate drops out from the list, the next candidate in order on the list takes their place. New candidates cannot be added to the submitted list.
The nominating organization can withdraw the county list or the nomination of a candidate on the list no later than the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. The nominating organization cannot submit a new list in place of a withdrawn list.

All recommendation forms must be returned to the territorial election office by the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. A recommendation form that does not contain any recommendations must be returned by 4:00 PM on the 32nd day before the election at the latest. A so-called blank recommendation form that does not contain any recommendations is one that does not contain any data. A recommendation form on which the entered data has been crossed out, blackened out, or made illegible with correction fluid or other means is not considered a blank form.
Anyone can return the recommendation forms to the local election office without authorization.

However, no fine can be imposed for a recommendation form without recommendations submitted no later than the day following the deadline for submitting the candidate.
Verification of Recommendations
The recommendations submitted are verified within 3 days by the election office operating alongside the territorial election committee competent for registering the list.
A representative of the nominating organization establishing the list may be present during the verification, but may not disrupt the verification process.
The verification of recommendations only needs to continue until the number of valid recommendations reaches the number required for establishing the list.
The election office will forego the verification of recommendations if the number of recommendations on the submitted recommendation forms does not reach the number required for the nomination.
In addition, if the nominating organization requests it, the election office performing the verification will provide information on the results of the verification.
Registration of the County List
If the notification complies with the legal requirements, the territorial election committee will register the county list no later than the 4th day from the date of notification.
The territorial election committee will register the county list without the candidate if:
- they do not have the right to vote,
- they have previously accepted a nomination that is incompatible with the county list candidacy.
The table below summarizes the nominations that can be simultaneously accepted with a county list candidacy:
As can be seen from the table, the following are incompatible with a county list candidacy:
a. candidacy on a metropolitan list, b. acceptance of candidacy in a city with county rights for ba) mayor, bb) individual constituency representative, or bc) compensation list representative.
Rules Regarding the Establishment of a Joint County List
Two or more nominating organizations can establish a joint county list if they collectively collect the valid recommendations of 1% of the voters eligible to vote in the county.
The recommendation forms for a joint list must be requested jointly by the nominating organizations participating in the establishment of the list using the A5 form specified by law, and the joint list must be submitted jointly using the L4 and SZ4 forms specified by law. The rules regarding joint lists are otherwise the same as the rules for establishing independent lists.
Summary of the rules of acceptance of notation
A voter intending to run as a candidate in the election can only accept one nomination per type of nomination and only within one settlement, metropolitan district, or county.
This means that the same person cannot accept, for example, an individual list or mayoral candidacy in two different settlements.
The second part of the above rule means that if a voter accepts different nominations, they can only do so within the same settlement or metropolitan district. Furthermore, a county list candidacy can only be accepted in the county that includes the settlement where the individual list, mixed electoral system individual constituency, or mayoral candidacy was accepted, and vice versa.
For example, if someone accepts a mayoral candidacy in Miskolc, they can also only accept an individual constituency candidacy in Miskolc, and beyond that, they can only accept a compensation list candidacy in Miskolc. Since Miskolc is a city with county rights, the same person cannot accept a county list candidacy in Borsod-Abaúj-Zemplén county or any other county.
If a voter wishes to run as a candidate in Békés, for example, they can simultaneously and only here accept one individual constituency, one mayoral, and one compensation list candidacy, and in Békés county – since Békés is not a city with county rights – also a county list candidacy. They cannot accept a candidacy in another settlement or another county.
If a voter has accepted multiple nominations of the same type contrary to the legal prohibition, or if the different nominations they have accepted are not in the same settlement, metropolitan district, or county, the election office will not issue the recommendation forms until the incompatible situation is resolved, and will reject their form request with a decision.
A nominating organization can nominate only one candidate in an individual constituency! If an organization has independently participated in the nomination of a candidate, it can no longer participate in the joint nomination of a candidate with another nominating organization in the same constituency.
In the individual list electoral system, a voter can simultaneously accept a maximum of one mayoral, one individual list, and one county list candidacy.
In the mixed electoral system, a voter can simultaneously accept:
- outside the capital city, a maximum of one mayoral, one individual constituency, one compensation list, and one county list candidacy;
- in the capital city, one mayoral, one individual constituency, one compensation list, and one metropolitan list candidacy.
If a candidate in Budapest wins a mandate from both a metropolitan district compensation list and a metropolitan list, they must declare within 3 days following the election which one they accept. The candidate will be removed from the list for which they did not accept the mandate.
In the mixed electoral system, a mayoral candidate can simultaneously accept:
- outside the capital city, one individual constituency, one compensation list, and one county list candidacy;
- in the capital city, one individual constituency, one compensation list, and one metropolitan list candidacy.
A candidate for Mayor of Budapest can only accept a metropolitan list candidacy.
A voter cannot be a candidate on both a metropolitan list and a county list simultaneously.
A voter cannot be a candidate on a county list and simultaneously in a city with county rights.
A voter cannot simultaneously be a candidate on a county list and a candidate for mayor in a city with county rights.
Alongside a metropolitan list candidacy:
a) one mayoral and/or one individual constituency and/or one compensation list candidacy in one metropolitan district, OR b) one candidacy for Mayor of Budapest can be accepted.
