General Rules for Nominating Candidates and Drawing up Lists
In the election of local government representatives and mayors, any adult Hungarian citizen and any adult citizen of another member state of the European Union residing in Hungary who is on the central electoral register may be a candidate.
While active suffrage, i.e., the right to vote, is conditional upon local residence in Hungary, passive suffrage, the right to be elected, is not. Thus, an adult Hungarian citizen who does not have a domicile in Hungary does not have the right to vote in the election of local government representatives and mayors but has passive suffrage, i.e., they are eligible to be elected, provided that they are on the central electoral register based on their application.
It is also an important rule that the right to be elected is not tied to the municipality where the candidate's address is located, meaning that a voter is eligible to be elected in any municipality or constituency.
Limitations on the Right to be Elected
The following persons are not eligible to be elected, therefore, cannot be candidates:
- a person who has been excluded from the right to vote by a court due to the commission of a crime or the restriction of their capacity to act,
- a person who is serving a prison sentence based on a final judgment,
- a person who is undergoing compulsory institutional medical treatment ordered in a criminal proceeding,
- a person who is under the effect of a final judgment excluding him / her from the participation in public affairs,
- citizens of another member state of the European Union residing in Hungary if they have been excluded from the exercise of this right in their home country based on the law, or decision of a court, or authority of their country of citizenship.
The candidate for mayor
In elections for mayor, the municipality or district of the capital city counts as one constituency, while in elections for mayor of the capital city, the capital city counts as one constituency.
In the election for the mayor of the capital, a candidate may be:
- a party’s candidate,
- an association’s candidate, or
- an independent candidate.
A person may only accept nomination in one municipality.
In the first two cases (candidate of a party or association), it is necessary for the party/association, be legally registered in the court register of civil organizations at the time of announcement of the election, be registered as a nominating organization by one of the regional election commissions or the National Election Commission. Two or more nominating organizations may also nominate a joint candidate.
A candidate for mayor can be a person who is recommended by:
- at least 3% of the voters of a municipality with a population of 10,000 or less,
- at least 300 voters in the case of a municipality with a population exceeding 10,000 but not exceeding 100,000,
- at least 500 voters in the case of a municipality with a population exceeding 100,000.
A candidate for the mayor of the capital can be a person who is recommended by at least 5,000 voters of the capital city.
The number of recommendations required for nomination shall be determined by the head of the local election office on the 66th day before the election.
Recommendation
A candidate for mayor can only be recommended on a numbered recommendation sheet issued by the competent local election office (of the place of candidacy). The recommendation sheets required for a candidate for the mayor of the capital can be requested and collected from the Budapest Election Office (FVI). Requesting Recommendation Sheets
A recommendation sheet may be requested after the announcement of the election by a voter intending to run as an independent candidate, or by a nominating organization legally registered by the regional election commission/National Election Commission, through a person authorized to represent it. The A4 form specified by law is used for submitting the request, which can be submitted by anyone, without authorization, to the election office of the place of candidacy.
It is important to note that a recommendation sheet can only be requested for a voter who has the right to vote at the time of submitting the request.
The following table summarizes the nominations that a voter may accept simultaneously with a candidacy for mayor (of the capital):
Name
If candidates have more than one surname, while requesting recommendation sheets, they may request on the A4 form specified by the law that the recommendation sheets, ballot papers, and the official website of the elections only contain one of their surnames. The candidate may also request that the nomination forms, ballot papers, and the official election website do not include the designation "Dr.", which is part of their name. Once the recommendation sheets have been issued for the first time, the legal declaration regarding the use of names can no longer be changed.
On the form, the candidate for mayor must also declare whether they intend to perform their duties on a full-time basis or as a public service. A photograph of the candidate may be attached to the A4 form specified by the law if they consent to its publication on the official website of the elections.
National minority candidates may also request on this form that their name be indicated in their national language on the ballot paper and on the official election website.
Receipt of recommendation sheets
The election office will hand over the requested number of recommendation sheets to the applicant at the earliest on the 50th day before the election, between 8:00 AM and 4:00 PM.
Following this, recommendation sheets can be requested and collected on working days during office hours.
The following persons are entitled to collect the recommendation sheets:
- the voter intending to run as a candidate;
- the person designated on A4 form for requesting the recommendation sheet;
- the following representative of the legally registered nominating organization:
- the legal representative(s), i.e., the person(s) who are the representative(s) of the organization according to the court register of civil organizations;
- the person authorized to represent the organization on the form used for registering the nominating organization;
- a person authorized by the persons under points a) and b) who is entitled to act with jurisdiction in the given municipality/capital city;
- a person authorized by the persons under points a) to c) by means of a power of attorney in the form of a private document or public document with full probative force.
The election office will issue a receipt upon the handover of the recommendation sheets. Making copies of the recommendation sheets, even when blank, is strictly prohibited!
In addition to the received recommendation sheets, further sheets can be requested by submitting a new A4 form until the deadline for submitting the candidate's nomination, i.e., 4:00 PM on the 34th day before the election.
If the name of the voter intending to run as a candidate or the nominating organization changes after the first issuance of the recommendation sheets, this will not be reflected on the subsequently requested recommendation sheets. Both the voter intending to run as a candidate and the nominating organization will appear with the name indicated on the recommendation sheet issued for the first time on all recommendation sheets and the ballot paper, even if the candidate's current name changes due to marriage or other reasons by the day of the election.
National Minority Candidate
Voters intending to run as a national minority candidate must also declare on the A6 form as specified by the law, while requesting the recommendation sheet that they undertake the representation of their nationality and that they speak the language, know the culture and traditions of the national minority community.
At the time of the submission of the form serving for the request of the recommendation sheets, the local election office, or, in the case of a candidate for mayor of the capital city, the Budapest Election Office, shall verify in the register of candidates whether the voter requesting the recommendation sheets and intending to stand as a national minority candidate was not a national minority candidate of another national minority in the previous two general elections of local government representatives and mayors, as well as of national minority self-government representatives, and in the by-elections held following those elections.
Where the voter intending to stand as a candidate was previously a candidate of another national minority, the request for recommendation sheets does not comply with the statutory requirements; therefore, the recommendation sheets may not be issued to him or her.
If the request for a recommendation sheet meets the legal criteria, then in addition to the information specified above, the national minority that the voter intends to represent as a candidate will also be indicated on the recommendation sheet.
Gathering Recommendations
Voters submit their recommendation on the recommendation sheet, which must be filled in with their name, personal identification number, Hungarian address, and their own handwritten signature. Another person may write the voter's data on the recommendation sheet in the voter's presence, but their own handwritten signature is still an essential condition.
A voter may recommend multiple candidates but may only support one candidate with one recommendation.
Recommendations can be collected anywhere without harassing citizens, with the following exceptions:
- the person collecting recommendations during working hours at their workplace,
- the voter during working hours at their workplace,
- the person collecting recommendations during the fulfillment of their work duties,
- the voter during the fulfillment of their work duties,
- persons working in the Hungarian Armed Forces or central government offices while on duty,
- on public transport,
- in official rooms of state, local, and national minority government bodies,
- in higher education and public education institutions,
- in healthcare service locations,
- on private property open to the public without prior written consent of the owner.
Recommendations collected in violation of the recommendation rules are invalid!
It is forbidden to offer or promise any advantage to the voter for giving a recommendation!
The recommendation sheet must also include the name, personal identification number or the number of the identity card/passport/driving license, and signature of the person gathering the recommendations. It is important for independent candidates and nominating organizations to pay particular attention to ensuring that people gathering recommendations accurately provides their data on the recommendation sheet. If these data are incomplete or incorrect (e.g., a misspelling of their personal identification number, a discrepancy between their current and birth name, and the latter is provided), it will result in the invalidity of all recommendations on that recommendation sheet.
Furthermore, we draw the attention of all candidates and nominating organizations to the fact that the National Authority for Data Protection and Freedom of Information (NAIH) publishes a recommendation on its website (www.naih.hu) regarding data management related to elections, which all concerned parties are advised to consider. Nomination of a Candidate for Mayor of the Capital
The candidate for mayor must be nominated by submitting the recommendation sheets to the local election commission competent for registration, and the candidate for the mayor of the capital to the Budapest Election Commission, no later than 4:00 PM on the 34th day before the election. There is no possibility for the delayed submission of recommendations! At the time of nomination, at least the number of valid recommendations required for candidacy must be submitted.
In addition to submitting the recommendation sheets, candidates must declare that they will not use foreign support or assets originating from foreign source in relation to the given election for the purpose of influencing or attempting to influence the will of the voters.
Submission of Recommendation Sheets
All recommendation sheets must be returned to the election office by the deadline for submitting the candidate's nomination (no later than 4:00 PM on the 34th day before the election). A recommendation sheet that does not contain recommendations must be returned no later than 4:00 PM on the 33rd day before the election. A blank recommendation sheet does not contain any data. A recommendation sheet on which the entered data has been crossed out, obliterated, or made illegible with correction fluid or other means is not considered a blank form.
In addition to submitting the recommendation sheets, candidates must declare that they will not use foreign support or assets originating from foreign source in relation to the given election for the purpose of influencing or attempting to influence the will of the voters. Without this declaration, the election commission will not register the candidate.
In the event of failure to comply with the obligation to return the forms, the local election commission competent for registering the candidate for mayor, or in the case of a candidate for mayor of the capital, the Budapest Election Commission, is obliged to impose a fine ex officio. The amount of the fine is HUF 1,000 for each recommendation sheet not submitted by the deadline. The fine imposed by the election commission shall be borne by the voter intending to run as an independent candidate, or in the case of a candidate nominated by a nominating organization, by the nominating organization nominating the candidate, or in the case of a joint candidate, by all nominating organizations participating in the nomination, jointly.
The recommendation sheets can be handed over to the local election office, or in the case of a candidate for mayor of the capital, to the Budapest Election Office, by anyone without authorization.
There is no possibility of exemption from this obligation; the fine must be paid even if the recommendation sheets have been lost or destroyed for reasons beyond the control of the person liable for the fine. However, no fine may be imposed for a recommendation sheet submitted after the deadline for the nomination of candidates, provided that it does not contain any recommendations.
Verification of Recommendations
The recommendations submitted will be verified by the election office operating alongside the election commission competent for registering the candidate within 3 days.
During the verification, the independent candidate or a representative of the organization nominating the candidate may be present but may not disrupt the verification process.
The verification of recommendations shall be continued until the number of valid recommendations reaches the number required for candidacy.
The election office will not verify the recommendations if the number of recommendations on the submitted recommendation sheets does not reach the number required for candidacy.
In addition, if the voter intending to run as a candidate or the nominating organization requests it, the election office performing the verification will provide information on the result of the verification.
Registration of the Candidate for Mayor of the Capital
If the nomination meets the legal requirements, the local election commission will register the candidate for mayor, and the Budapest Election Commission will register the candidate for mayor of the capital, no later than the 4th day following the submission of the nomination.
If the election commission rejects the registration of the candidate due to an insufficient number of recommendations, the independent candidate or the nominating organization may request additional recommendation sheets by submitting a new A4 form until the deadline for submitting the candidacy, i.e., 4:00 PM on the 34th day before the election. The additionally gathered and by the deadline submitted recommendations must be added to the recommendations already submitted.
Rules Regarding the Nomination of a Joint candidate for mayor of the capital
Two or more nominating organizations may also nominate a joint candidate for mayor of the capital.
The recommendation sheet must be requested together by the nominating organizations participating in the nomination of the joint candidate on the A4 form, and the joint candidate must be nominated together by submitting the recommendation sheets.
Candidates for mayor of the capital are withdrawn if:
- they are removed from the central electoral register before the start of the election in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of the election,
- they resign from candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or by a proxy to the election office operating alongside the election commission that decided on their registration.
Candidate of a Multi-member list
In municipalities with a population of 10,000 or less, representatives are elected using a single-member constituency system. In this type of election, the entire municipality forms one constituency. The number of representatives varies in proportion to the population size.
Nomination
A candidate for a single-member constituency representative can be any person who has been nominated by at least 1% of the voters of the municipality. The number of recommendations required for nomination is determined by the head of the local election office on the 66th day before the election.
Recommendation
A candidate can only be recommended on a recommendation sheet with serial number issued by the competent local election office (of the place of candidacy). The contact details of the local election offices can be found here.
Requesting Recommendation Sheets
A recommendation sheet may be requested after the announcement of the election by a voter intending to run as an independent candidate, or by a legally registered nominating organization through a person authorized to represent it. The legally specified A4 form is used for submitting the request, which can be submitted by anyone, without authorization, to the local election office of the place of candidacy.
It is important to note that a recommendation sheet can only be requested for a voter who has the right to vote at the time of submitting the request.
Voters may accept a nomination for mayor in the same municipality and a nomination for county list in the county that includes the municipality at the same time as an individual list nomination.
Name
If candidates have multiple first names, while requesting the recommendation sheets they may request, on the form as stipulated by the law, that only one of their first names be included on the recommendation sheets, the ballot paper, and the official election website. The candidate may also request that the recommendation sheets, the ballot paper, and the official election website do not include the "Dr." title if it is part of their name. Once the recommendation sheets have been issued for the first time, the legal declaration regarding the display of the name can no longer be modified.
A picture of the candidate may also be attached to the form if he / she gives his / her consent to its publication on the official election website.
Candidates belonging to a national minority may also request on this form that their name be indicated in their national minority language on the ballot paper and the official election website.
Receiving the Recommendation sheets

National Minority Candidate
Voters intending to run as a national minority candidate while requesting the recommendation sheet must also declare on the A6 form as specified by the law that they undertake the representation of their nationality and that they speak the language, know the culture and traditions of the national minority community.
The local election office will check in the register of candidates when the form for requesting the recommendation sheets is submitted whether the voter requesting the recommendation sheet and intending to run as a national minority candidate was not a national minority candidate of another nationality in the previous two general elections of local government representatives and mayors and the by-elections following them. If the voter intending to run as a candidate was previously a candidate of another national minority, their request for sheets does not meet the legal requirements, and therefore the recommendation sheets cannot be issued.
If the request for sheets meets the legal criteria, in addition to the previously recorded information, the national minority represented by the voter intending to run as a national minority candidate will also be indicated on their recommendation sheet.

Registration of the Single-Member Constituency Candidate
The candidate must be nominated by submitting the recommendation sheets to the local election commission competent for registration (of the place of candidacy) no later than 4:00 PM on the 34th day before the election. There is no possibility for the delayed submission of recommendations! At the time of registration, at least the number of valid recommendations required for candidacy must be submitted.
In addition to submitting the recommendation sheets, candidates must declare that they will not use foreign support or assets originating from foreign support in relation to the given election for the purpose of influencing or attempting to influence the will of the voters.
Submission of Recommendation sheets
All recommendation sheets must be returned to the local election office by the deadline for registering candidates, i.e. no later than 4 p.m. on the 34th day before the date of the election. Recommendation sheets that do not contain any recommendations must be returned by 4 p.m. on the 33rd day before the election at the latest. A blank recommendation sheet is considered so if it does not contain any data. A recommendation sheet on which the entered data has been crossed out, erased, or made illegible with correction fluid or in any other way is not considered a blank sheet.
In addition to submitting the recommendation sheets, candidates must declare that they will not use foreign support or assets originating from foreign source in relation to the given election for the purpose of influencing or attempting to influence the will of the voters. Without this declaration, the election commission will not register the candidate.
The recommendation sheets can be returned to the local election office by anyone without authorization.

Registration of the Single-Member Constituency Candidate
If the nomination meets the legal requirements, the local election commission will register the single-member constituency candidate no later than the 4th day following the submission of the nomination.

Rules Regarding the Nomination of a Joint Single-Member Constituency Candidate
Two or more nominating organizations may also nominate a joint single-member constituency candidate.
The recommendation sheet must be requested together by the nominating organizations participating in the nomination of the joint candidate on the A4 form as specified by the law, and the joint candidate must be nominated jointly by submitting the recommendation sheets. The rules for joint candidates are otherwise the same as the rules for individual candidates.
Withdrawal of a Single-Member Constituency Candidate
Candidates are withdrawn if:
- they are removed from the central electoral register before the start of the election in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of the election,
- they resign their candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or by proxy to the election office operating alongside the election commission that decided on their registration. The letter of resignation must be delivered to the local election office of the place of candidacy, in person or by an authorized representative. The resignation becomes effective upon receipt of the declaration by the election office, provided that the submission occurred by the deadline.
The single-member constituency candidate
In municipalities with more than 10,000 inhabitants and in the districts of the capital, mandates can obtained in single-member constituencies and through compensation lists in a mixed electoral system. The number of single-member constituencies and compensation list mandates is adjusted to the population of the municipalities.
Nomination
In municipalities with more than 10,000 inhabitants and in the districts of the capital, single-member constituency candidates will be those who have been recommended by at least 1% of the voters in the constituency. The number of recommendations required for nomination will be determined by the head of the local election office 66 days before the election.
Recommendation
A candidate can only be recommended on a numbered recommendation sheet issued by the competent local election office (of the place of candidacy). The contact details of the local election offices can be found here.

It is important to note that a recommendation sheet can only be requested for a voter who has the right to vote at the time of submitting the request.

Authorized for the receipt of recommendation sheets:
- the voter intending to run as a candidate,
- the person designated to receive the sheets on the A4 form specified by the law for requesting recommendation sheets;
- the following representative of the nominating organization registered with legal force:
- the legal representative(s), i.e. the person who is the representative of the organization according to the court register of civil organizations;
- the person authorized to represent the nominating organization on the form used to register the nominating organization;
- a person authorized by the persons referred to in points a) and b) to act with jurisdiction over the given municipality/capital city;
- a person authorized by the persons referred to in points a) to c) with a power of attorney in the form of a private document or public document with full probative force.
The recommendation sheet indicates the type of election, the name of the voter intending to run as a candidate, the name of the nominating organization or the fact of independent nomination, and the designation of the constituency. In case of a joint candidacy, the election office will indicate the names of all nominating organizations nominating the joint candidate.
The election office will issue a receipt upon the handover of the recommendation sheets. Making copies of the recommendation sheets, even when blank, is strictly prohibited!
In addition to the received recommendation sheets, further forms can be requested by submitting a new A4 form until the deadline for submitting the candidate's nomination, i.e., 4:00 PM on the 34th day before the election.
If the name of the voter intending to run as a candidate or the nominating organization changes after the first issuance of the recommendation sheets, this will not be reflected on the subsequently requested recommendation sheets. Both the voter intending to run as a candidate and the nominating organization will appear with the name indicated on the recommendation sheet issued for the first time on all recommendation sheets and the ballot paper, even if the candidate's current name changes due to marriage or other reasons by the day of the election.
National Minority Candidate
While requesting the recommendation sheet voters intending to run as national minority candidates must also declare on the A6 form as specified by the law that they undertake the representation of their nationality and that they speak the language, know the culture and traditions of the national minority community.
The local election office will check in the register of candidates when the form for requesting the form is submitted whether the voter requesting the recommendation sheet and intending to run as a national minority candidate was not a national minority candidate of another nationality in the previous two general elections of local government representatives and mayors and the by-elections following them. If the voter intending to run as a candidate was previously a candidate of another national minority, his / her request for sheets does not meet the legal requirements, and therefore the recommendation sheets cannot be issued to him / her.
If the request for sheets meets the legal criteria, in addition to the previously recorded information, the nationality represented by the voter intending to run as a national minority candidate will also be indicated on their recommendation sheet.
Collection of Recommendations
Voters submit their recommendation on the recommendation sheet, which must be filled in with their name, personal identification number, Hungarian address, and their own handwritten signature. Another person may write the voter's data on the recommendation sheet in the voter's presence, but their own handwritten signature is still an essential condition.
A voter may recommend multiple candidates, but may only support one candidate with one recommendation.
Recommendations can be collected anywhere without harassing citizens, with the following exceptions:
- the person collecting recommendations during working hours at his / her workplace,
- the voter during working hours at his / her workplace,
- the person collecting recommendations during the fulfillment of his / her work duties,
- the voter during the fulfillment of his / her work duties,
- persons working in the Hungarian Armed Forces or central government offices while on duty,
- on public transport,
- in official rooms of state, local, and national minority government bodies,
- in higher education and public education institutions,
- in healthcare service centers,
- on private property open to the public without prior written consent of the owner.
A recommendation collected in violation of the rules is invalid!
It is forbidden to offer or promise any advantage to the voter for granting a recommendation!
The recommendation sheet must also include the name, personal identification number or the number of the voter’s identity card/passport/driving license, and signature of the person gathering the recommendation. It is important for independent candidates and nominating organizations to pay particular attention to ensuring that the person gathering recommendation accurately provides his / her data on the recommendation sheet. If the data is incomplete or incorrect (e.g., a misspelling of their personal identification number, a discrepancy between their current and birth name, and the latter is provided), it will result in the invalidity of all recommendations on that sheet.
Furthermore, we draw the attention of all candidates and nominating organizations to the fact that the National Authority for Data Protection and Freedom of Information (NAIH) publishes a recommendation on its website (www.naih.hu) regarding data processing related to elections, which all concerned parties are advised to consider. The NAIH's recommendations can be found at the following link.
Nomination of a Single-Member Constituency Candidate
The candidate must be nominated by submitting the recommendation sheets to the local election commission competent for registration (of the place of candidacy) no later than 4:00 PM on the 34th day before the election.
The election office will not check the recommendations if the number of recommendations on the submitted recommendation sheets does not reach the number required for candidacy.
The election office will not continue the detailed verification of recommendations once it becomes certain that the number of valid recommendations reaches the number required for candidacy.
Submission of Recommendation sheets
All recommendation sheets must be returned to the local election office by the deadline for submitting the candidate's nomination (no later than 4:00 PM on the 34th day before the election). A recommendation sheet that does not contain any recommendations must be returned no later than 4:00 PM on the 33rd day before the election. A blank recommendation sheet is one that does not contain any data. An recommendation sheet on which the entered data has been crossed out, obliterated, or made illegible with correction fluid or other means is not considered a blank form.
In addition to submitting the recommendation sheets, candidates must declare that they will not use foreign support or assets originating from foreign source in relation to the given election for the purpose of influencing or attempting to influence the will of the voters. Without this declaration, the election commission will not register the candidate.
The recommendation sheets can be returned to the local election office by anyone without authorization.
In the event of failure to comply with the obligation to return the forms, the local election commission competent for registering the candidate is obliged to impose a fine ex officio. The amount of the fine is HUF 1,000 for each recommendation sheet not submitted by the deadline. The fine imposed by the election commission shall be borne by the voter intending to run as an independent candidate, or in the case of a candidate nominated by a nominating organization, by the nominating organization nominating the candidate, or in the case of a joint candidate, by all nominating organizations participating in the nomination, jointly.
There is no possibility of exoneration for failure to comply with the obligation; the fine must be paid even if the recommendation sheets were lost or destroyed due to reasons beyond the control of the obligated party.
However, no fine can be imposed for a recommendation sheet without recommendations submitted on the day following the deadline for submitting the candidacy at the latest.
Verification of Recommendations
The recommendations submitted will be verified by the election office operating alongside the local election commission competent for registering the candidate within 3 days.
During the verification, the independent candidate or a representative of the organization nominating the candidate may be present, but may not disrupt the verification process.
The verification of recommendations only needs to continue until the number of valid recommendations reaches the number required for candidacy.
In addition, if the voter intending to run as a candidate or the nominating organization requests it, the election office performing the verification will provide information on the result of the verification.
Registration of the Single-Member Constituency Candidate
If the nomination meets the legal requirements, the local election commission will register the single-member constituency candidate no later than the 4th day following the submission of the nomination.
If the local election commission rejects the registration of the candidate due to an insufficient number of recommendations, the independent candidate or the nominating organization may request additional signature collection forms by submitting a new A4 form until the deadline for submitting the candidacy, i.e., no later than 4:00 PM on the 34th day before the election. The additionally collected and submitted recommendations by the deadline must be added to the recommendations already submitted.
Rules Regarding the Nomination of a Joint Single-Member Constituency Candidacy
Two or more nominating organizations may also nominate a joint single-member constituency candidate.
The recommendation sheet must be requested together by the nominating organizations participating in the nomination of the joint candidate on the A4 form as specified by the law. The nomination of the joint candidate takes place by submitting the recommendation sheets to the local election commission competent for registration (of the place of candidacy). The rules for joint candidates are otherwise the same as the rules for independent candidates.
Withdrawal of a Single-Member Constituency Candidate
A candidate is withdrawn if:
- they are removed from the central electoral register before the start of the elections in Hungary,
- they lose their eligibility to be elected,
- the nominating organization nominating the candidate, or all nominating organizations participating in the nomination of a joint candidate, are removed from the register of nominating organizations, candidates, and lists before the start of the election,
- he / she resigns the candidacy in writing by 4:00 PM on the second day before the election - electronically after electronic identification, by submitting a declaration in person or through a delivery agent to the election office operating alongside the election commission that decided on their registration.
The compensation list
In municipalities with more than 10,000 inhabitants and in the districts of the capital, representatives can obtain a mandate in a mixed electoral system in single-member constituencies and on a compensation list.
The number of single-member constituencies and compensation list mandates is adapted to the population of the municipalities.
A compensation listmay be drawn up by a regional election commission or by a nominating organization legally registered with the National Election Commission if the organization has nominated candidates in at least two-thirds of the single-member constituencies in the municipality concerned.
Nominating organizations that have nominated a joint individual candidate in at least two-thirds of the single-member constituencies may draw up a joint compensation list.
Announcement of the Compensation List
The compensation list must be submitted no later than 33 days prior to the election, by 4 p.m., to the local election commission at the place where the list was drawn up, using the L4 form as specified by the law, to which the SZ4 form as specified by the law must be attached for each row of candidates. Candidates on the list must declare that they will not use foreign support or assets derived therefrom for the purpose of influencing or attempting to influence the will of voters in relation to the election in question.
No recommendation for the compensation list!
The number of single-member constituency candidates, announced until the list is registered, shall be taken into account in the compensation list, except for the candidate whose registration was rejected by the local election commission.
The list may contain up to three times as many candidates as the number of seats available on the list. The order of candidates on the list is determined by the nominating organization and cannot be changed after the list has been submitted. If a candidate is removed from the list, the next candidate on the list takes his / her place. No new candidates may be added to the submitted list.
The nominating organization may withdraw the list or the nomination of a candidate appearing on the list no later than the deadline for submitting the list, i.e., by 4 p.m. on the 33rd day prior to the election. The nominating organization may not submit a new list to replace the withdrawn list.
Nominating organizations that have nominated a joint individual candidate in more than two-thirds of the single-member constituencies may draw up a joint compensation list. Legal declarations relating to the joint list (e.g., notification, withdrawal) must be made together by the representatives of the nominating organizations drawing up the joint list.
Candidates on the list may attach their photograph to the form SZ4 as specified by the law if they consent to its publication on the official website of the elections.
On this form, candidates may request that the official website of the election not to include one of their surnames or the title "Dr.", and may also request their name to be displayed in their national language.
Name
It is important to note that if a candidate on the compensation list has previously accepted a nomination for mayor or a single-member constituency in the same municipality, the local election commission shall register him / her on the compensation list with the name specified in the legal declaration made on the A4 form as specified by the law.
Registration of compensation list
The local election commission shall register all lists that meet the legal requirements no later than on the fourth day following their submission. The right to submit a list shall not be affected if a registered single-member constituency candidate withdraws or is disqualified.
The local election commission shall register the list without the candidate if
- he / she does not have the right to vote,
- he / she has previously accepted a nomination that is incompatible with the compensation list nomination.
The nominations acceptable to the candidate at the same time as the nomination on the compensation list are summarized in the table below:
Withdrawal from the compensation list
The compensation list shall be withdrawn if
- the nominating organization withdraws the list,
- all candidates on the list are disqualified before the start of the election,
- the National Election Office deletes the nominating organization that submitted the list, or all nominating organizations participating in the joint list, from the register of nominating organizations, candidates, and lists before the start of the election,
- the local election office deletes the compensation list from the register of nominating organizations, candidates, and lists.
Capital list
Members of the Budapest General Assembly can obtain their mandate through a list-based election. Voters elect 32 representatives to the Budapest General Assembly. In this case, the Capital City of Budapest constitutes a single constituency. The directly elected mayor is also a member of the Assembly.
Nomination
In the election of members of the Budapest General Assembly, a list for the capital city may be drawn up by a nominating organization that has been legally registered by the regional election commission or the National Election Commission and that has nominated either a candidate for mayor or at least three candidates for mayor in the districts of the capital city.
Nominating organizations that have nominated a joint candidate for mayor of the capital or joint candidates for mayor in at least three districts of the capital may draw up a joint list for the capital. Legal declarations relating to the joint list (e.g., notification, withdrawal) must be made together by the representatives of the nominating organizations drawing up the joint list for the capital.
No recommendations need to be collected for the capital city list, in line with the compensation list.
Registration of the capital city list
The list for the capital city must be submitted to the Budapest Election Commission no later than 4:00 p.m. on the 33rd day prior to the election, using the L4 form specified in the legislation, to which an SZ4formspecified in the legislation must be attached for each candidate. Candidates on the list must declare that they will not use foreign support or assets derived therefrom for the purpose of influencing or attempting to influence the will of voters in relation to the election in question.
When submitting the list for the capital city, the nominating organization must take into account the number of candidates for mayor of the capital and candidates for mayor of the districts registered by the time the list is submitted, with the exception of candidates whose registration has been rejected by the Budapest Election Commission or the local election commission.
The capital city list may contain up to three times as many candidates as the number of mandates available on the list. The order of the candidates on the list is determined by the nominating organization and cannot be changed after the list has been submitted. Thirty-two persons from the capital city list may obtain a seat in the Budapest general assembly. If a candidate is removed from the list, the next candidate on the list shall take their place. No new candidates may be added to the submitted list.
The nominating organization may withdraw the capital city list and the nomination of candidates on the list no later thanthe deadline for submitting the list, i.e., by 4:00 p.m. on the 33rd day prior to the election. The nominating organization may not submit a new list to replace the withdrawn list.
Candidates on the list may attach their photograph to the form marked SZ4 specified in the legislation if they consent to its publication on the official website of the elections.
Candidates may use this form to request to not include their middle name or the title "Dr." on the official election website. They may also use this form to request their name to be displayed in their native language.

It is important that the Budapest Election Commission, in connection with the previously approved district mayor and mayor of the capital nominations, registers the capital city list candidate with the name specified in the statement made on the A4 form specified in the legislation ( dropping the "Dr." or one of the surnames).

The Budapest Election Commission shall register all lists that meet the legal requirements no later than the 4th day following their submission.
In addition to the capital city list nomination
a) a mayor and/or single-member constituency and/or compensation list nomination in a capital city district, OR
b) a mayor of the capital nomination may be accepted.

Registration of the county list
In the election of members of the county assembly, each county forms one constituency, which does not include cities with county rights or the capital. This means that voters residing in cities with county rights or in the capital do not participate in the election of members of the county assembly.
Members of the county assembly are elected by voters from county lists drawn up by nominating organizations.
The number of members of the county assembly is determined by the head of the regional election office based on the county's population.
Nomination
A county list may be drawn up by a nominating organization that has been legally registered by the regional election commission or the National Election Commission and has collected valid recommendations from 0.5% of the voters eligible to vote in the county. Nominating organizations wishing to draw up a joint list must collect valid recommendations from 1% of voters, which may not be less than2,000 valid recommendations.
The number of recommendations required for establishing independent and joint lists is determined by the head of the regional election office on the 66th day before the election.
Recommendation
A list can only be recommended on a numbered recommendation sheet issued by the competent regional election office (according to the place of list compilation). The contact details of the regional election offices can be found here.
Requesting Recommendation sheets
After the election is announced, a legally registered nominating organization can request recommendation sheets through its authorized representative. The A5 form as specified by law can be submitted to the regional election office responsible for registering the list by anyone without authorization.
The nominating organization can only request the recommendation sheets necessary for establishing a county list if its registration has already become legally binding.
Receipt of the Recommendation sheets
The regional election office will hand over the requested number of recommendation sheets to the requester between 8:00 AM and 4:00 PM on the 50th day before the election at the earliest.
After this, recommendation sheets can be requested and collected on working days during office hours.
The following are entitled to collect the recommendation sheets:
Receipt of the recommendation sheets
1. The following representative of the nominating organization legally registered:
a) the legal representative(s), i.e., the person who is the representative of the organization according to the court registry of civil organizations;
b) the person authorized to represent the organization on the form used to register the nominating organization,
c) a person authorized by the person referred to in points a) and b) with a power of attorney in the form of a private or public deed with full probative force,
2. the person authorized to receive the forms on the A5 form as specified by the law
is entitled to do so.
The recommendation sheet includes the type of election, the name of the nominating organization drawing up the list, and the name of the constituency. In the case of a joint list, the election office will indicate the names of all nominating organizations drawing up the joint list.
The election office issues a receipt for the handover of the recommendation sheets. Making copies of the recommendation sheets, even when blank, is strictly prohibited!
In addition to the recommendation sheets received, new ones may be requested by the deadline for submitting the list by submitting a new A5 form as specified by the law.
If the name of the nominating organization changes after the initial issuance of the recommendation sheets, this change will not be reflected on any additional recommendation sheets requested. The nominating organization will appear on all recommendation sheets and on the ballot paper with the name indicated on the recommendation sheet issued initially.

If the person gathering the recommendations records his / her data incompletely or incorrectly (e.g., misspells their personal identification number, their current name and birth name differ and the latter is provided), this will result in the invalidity of all recommendations on that sheet.

Registration of the County List
The county list must be submitted by 4:00 PM on the 33rd day before the election by handing over the recommendation sheets to the competent regional election commission for registration on the L4 and SZ4 forms. The candidates on the list must also declare that they will not use foreign support or assets originating from such sources for the purpose of influencing or attempting to influence the will of the voters in the given election. There is no possibility for the phased submission of recommendation sheets! At the time of submission, at least as many recommendations must be submitted as the number of valid recommendations required for establishing the list.
A maximum of three times as many candidates can be placed on the county list as the number of representatives to be elected. The order of the candidates on the list is determined by the nominating organization and cannot be changed after the list is submitted. If a candidate drops out from the list, the next candidate in order on the list takes his / her place. New candidates cannot be added to the submitted list.
The nominating organization can withdraw the county list or the nomination of a candidate on the list no later than the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. The nominating organization cannot submit a new list in place of a withdrawn list.
A candidate on the list may attach a photo to the SZ4 form as specified by the law if they consent to its publication on the official election website.
On this form, the candidate may request that the ballot paper and the official election website not include one of their first names or the title "Dr.".
Name
It is important to note that if a county list candidate has previously accepted a nomination for mayor, individual list representative, or single-member constituency representative in a municipality within the county, the regional election commission will register him / her on the list with the name corresponding to their declaration made on the A4 form as specified by the law regarding name usage (e.g., the title "Dr.", omission of a first name).
Submission of Recommendation sheets
All recommendation sheets must be returned to the regional election office by the deadline for submitting the list, i.e., by 4:00 PM on the 33rd day before the election. A recommendation sheet that does not contain any recommendations must be returned by 4:00 PM on the 32nd day before the election at the latest. A blank recommendation sheet does not contain any data. A recommendation sheet on which the entered data has been crossed out, blackened out, or made illegible with correction fluid or other means is not considered a blank form.
Anyone can return the recommendation sheets to the local election office without authorization.
In case of failure to comply with the obligation to return the forms, the regional election commission competent for registering the county list is obliged to impose a fine ex officio. There is no possibility of exemption from this obligation; the fine must be paid even if the recommendation sheets are lost or destroyed for reasons beyond the control of the nominating organization.
However, no fine may be imposed for a recommendation sheet submitted after the deadline for the nomination of candidates, provided that it does not contain any recommendations.
Verification of Recommendations
The recommendations submitted are verified within 3 days by the election office operating alongside the regional election commission competent for registering the list.
A representative of the nominating organization establishing the list may be present during the verification, but may not disrupt the verification process.
The verification of recommendations only needs to continue until the number of valid recommendations reaches the number required for establishing the list.
The election office will not verify the recommendations if the number of recommendations on the submitted recommendation sheets does not reach the number required for the nomination.
In addition, if the nominating organization requests it, the election office performing the verification shall provide information on the results of the verification.
Registration of the County List
If the submission complies with the legal requirements, the regional election commission will register the county list no later than the 4th day from the date of request.
The regional election commission will register the county list without the candidate if:
- he / she does not have the right to vote,
- he / she has previously accepted a nomination that is incompatible with the county list candidacy.
The table below summarizes the nominations that can be accepted at the same time as the county list candidacy:
As can be seen from the table, the following are incompatible with a county list candidacy:
- a. candidacy on a capital city list,
- b. acceptance of candidacy in a city with county rights for
a) mayor,
b) single-member constituency representative, or
c) compensation list representative.
Rules Regarding the Establishment of a Joint County List
Two or more nominating organizations can establish a joint county list if they collectively collect the valid recommendations of 1% of the voters eligible to vote in the county.
The recommendation sheets for a joint list must be requested together by the nominating organizations participating in the drawing up of the list using the A5 form as specified by the law, and the joint list must be submitted together using the L4 and SZ4 forms as specified by the law. The rules regarding joint lists are otherwise the same as the rules for establishing independent lists.
Summary of the rules of acceptance of nomination
A voter intending to run as a candidate in the election can only accept one nomination per type of nomination and only within one municipality, capital district, or county.
This means that the same person cannot accept, for example, an individual list or mayor candidacy in two different municipalities.
The second part of the above rule means that if a voter accepts different nominations, he / she can only do so within the same municipality or capital district. Furthermore, a county list candidacy can only be accepted in the county that includes the municipality where the individual list, single-member constituency according to the mixed electoral system, or candidacy for mayor was accepted, and vice versa.
For example, if someone accepts a candidacy for mayor in Miskolc, he / she can also only accept a single-member constituency candidacy in Miskolc, and beyond that, he /she can only accept a compensation list candidacy in Miskolc. Since Miskolc is a city with county rights, the same person cannot accept a county list candidacy in Borsod-Abaúj-Zemplén county or any other county.
If a voter wishes to run as a candidate in Békés, for example, he / she can simultaneously and only here accept one single-member constituency, one mayor, and one compensation list candidacy, and in Békés county – since Békés is not a city with county rights – also a county list candidacy. He / she cannot accept a candidacy in another municipality or another county.
If a voter has accepted multiple nominations of the same type contrary to the legal prohibition, or if the different nominations they have accepted are not in the same municipality, capital district, or county, the election office will not issue the recommendation sheets until the incompatible situation is resolved, and will reject their form request with a decision.
A nominating organization can nominate only one candidate in a single-member constituency! If an organization has independently participated in the nomination of a candidate, it can no longer participate in the joint nomination of a candidate with another nominating organization in the same constituency.
In the single-member electoral system, a voter can simultaneously accept a maximum of one mayor, one individual list, and one county list candidacy.
In the mixed electoral system, a voter can simultaneously accept:
- outside the capital city, a maximum of one mayor, one single-member constituency, one compensation list, and one county list candidacy;
- in the capital city, one mayor, one single-member constituency, one compensation list, and one capital city list candidacy.
If a candidate in Budapest wins a mandate from both a capital district compensation list and a capital city list, he / she must declare within 3 days following the election which one he / she accepts. The candidate will be removed from the list for which he / she did not accept the mandate.
In the mixed electoral system, a candidate for mayor can simultaneously accept:
- outside the capital city, one single-member constituency, one compensation list, and one county list candidacy;
- in the capital city, one single-member constituency, one compensation list, and one capital city list candidacy.
A candidate for Mayor of the Capital can only accept a capital city list candidacy.
A voter cannot be a candidate on both a capital city list and a county list simultaneously.
A voter cannot be a candidate on a county list and simultaneously in a city with county rights.
A voter cannot simultaneously be a candidate on a county list and a candidate for mayor in a city with county rights.
Alongside a capital city list candidacy:
a) one mayor and/or one single-member constituency and/or one compensation list candidacy in one capital district, OR
b) one candidacy for Mayor of the Capital can be accepted.
