In the election of Members of the European Parliament, pursuant to section 153 (1) b) of Act XXXVI of 2013 on Electoral Procedure (hereinafter: Ve.), the National Election Office, taking into account the provisions of section 89, shall, upon the request of a nominating organization that draws up a list, promptly, but no earlier than after the legal validity of the list's registration, hand over the name, address, age, and gender of voters included in the polling station electoral register, following the payment of the data provision fee.

The request for data provision can only be submitted in writing. The data provision does not include the name, address, age, and gender of voters who have prohibited the disclosure of their data pursuant to section 89 (1) of the Ve.

The condition for fulfilling the data provision is that the nominating organization having a legally registered list in the election certifies the payment of the data provision fee – which is three Hungarian forints per voter included in the data provision – to the National Election Office's account. The electoral register data can only be released after the proof of payment. The commission decision number regarding the registration of the list and the nominating organization's court registration number must be indicated in the transfer's comment section.

The National Election Office's account number is: 10032000-00333616-00000000.

The following persons are entitled to request and receive the data provision on behalf of the legally registered nominating organization:

1, the legal representative according to the court register of civil organizations,

2, a person authorized on the nominating organization's notification form by the legal representative to make declarations on behalf of the nominating organization

3, a person with a power of attorney in a private deed of full probative force or a public deed issued by a person specified in points 1-2.

The request must include the following information:

• the official name of the requesting nominating organization,
• the legal basis for the request, i.e., reference must be made to section 153 (1) b) of the Ve. or to the fact that the data request is for the purpose of using electoral register data for direct political campaigning,
• date, the name and signature of the person acting on behalf of the organization.

The document certifying the payment of the data provision fee must be attached to the request.

Possible ways to submit the request:

• electronically, sent to nvb@nvi.hu (as a signed scanned document),
• in person at 1054 Budapest, Alkotmány St. 3., during office hours, or
• by post, sent to 1397 Budapest, Pf.: 547.

The requested electoral register data will be provided on a data carrier, and a handover minute will be prepared.

The nominating organization may only use the transferred data for the purpose of direct political campaigning; any other use, copying, or transfer to third parties is strictly prohibited!

Nominating organizations must delete the provided data– regardless of the date of the fulfillment of the request – no later than 4:00 PM on election day, and the minutes prepared on this must be submitted to the National Election Office within three days.

In case of unauthorized use of the data, or violation of the obligation to delete the data while sending the minutes of deletion – based on an objection to this effect – a fine may be imposed!
