Procedure for preparing the decisions of the National Election Commission

Pursuant to Article 75 (1) (c) of Act XXXVI of 2013 on Electoral Procedure, the National Election Office prepares the decisions of the National Election Commission and performs the tasks related to decision-making in matters within the Commission’s competence.

Rules of procedure for the decision-making of the Election Commission

Detailed rules for the National Election Commission are contained in Act XXXVI of 2013 on the Electoral Procedure

  • regarding the election of Members of Parliament,
  • regarding the election of local government representatives and mayors,
  • regarding the election of nationality self-government representatives, and
  • regarding the election of Members of the European Parliament


The procedural rules of the National Election Commission related to national referenda and European Citizens’ Initiatives are stipulated in Act CCXXXVIII of 2013 on the Initiation of National Referenda, on the European Citizens’ Initiative, and on the Procedure for National Referenda.

Place, date and agenda of the National Election Commission’s meetings, possibility for attendance

Information regarding the place, date and agenda of the National Election Commission’s meeting are published on the official election website.

Pursuant to Article 40 (1) of Act XXXVI of 2013 on the Electoral Procedure, the meetings of the National Election Commission are public. The Commission may hold its meetings in two forms: an in-person session with the physical presence of members, or an online session conducted via electronic communication tools. Voters concerned, accredited observers and members of the press may attend the Committee’s in-person meetings in the building of the National Election Office.

Guests arriving at the National Election Commission may enter the building only after presenting a valid proof of identity (identity card, driver’s licence, passport, etc.). During election periods, entry is only permitted after a mandatory security screening. Guests are escorted to the meeting of the National Election Commission by a staff member of the National Election Office or by security personnel.

Decisions of the National Election Commission

Pursuant to Article 44 (1) of Act XXXVI of 2013 on the Electoral Procedure , the National Election Commission adopts its decisions by a simple majority of votes; in the event of a tie, the vote of the Chairperson shall prevail. Persuant to Article 51 of the above-mentioned Act, the National Election Commission also adopts the final results of general parliamentary elections, elections to the European Parliament, and national referendums.
