4/2010. OVB Resolution 17/2006 (VI. 211.) OVB resolution modification
The National Election Committee, acting within its competence as laid down in Section 115/I (8) a) of Act C of 1997 on Electoral Procedure (hereinafter: Ve.), supplements Resolution 17/2006. (VI. 21.) OVB on the completion of the application form for registration in the minority voter register with the following:
A voter's registration in the minority voter register cannot be hindered if the voter fills out an application form downloaded from the internet, photocopied, or duplicated in any other way, and sends it to the local election office.
According to the provisions of Act LXIII of 1992 on the protection of personal data and the publicity of data of public interest, belonging to a particular national and ethnic minority is considered special data.
The National Election Committee's position is that, in the absence of legal authorization, minority organizations and minority self-governments are not entitled to handle this special data, and therefore may not collect application forms for registration in the minority voter register, nor may they call for the forms to be sent to them.
