NVB Guidelines for Publication of Political Advertising and Political Advertising [1]

The National Electoral Committee Act XXXVI of 2013 on Electoral Procedure (hereinafter referred to as "Ve."

in guidance

give out:

1. Press products can only publish a political advertisement for consideration. A further condition for publication is that the price list of the advertising services of the press product should be registered by the State Audit Office. It follows that, in the event of failure to notify the notification obligation, it is not possible to publish a political advertisement if the press product intends to ensure the publication of political advertisements free of charge.

2. [2] Political advertisements published or promoted the name, purpose, activity, slogan and logo of a nominee or independent candidate published in exchange for consideration. Publication of a political advertisement is possible on the basis of an order, the content of which is determined by the customer, and therefore does not have the responsibility of the press product. All other media content for which the press product is edited is not considered a political ad.

3. [3] Local and district media service providers are not required to report political advertising and, with the provisions of Article 147 of the Ve.

[4] The guideline is aimed at interpreting the following provisions of Ve.:

§ 146 For the purposes of this chapter

(b) Political advertisements for the promotion or promotion of a nominee or independent candidate published in return for consideration and promotes their name, purpose, activity, slogan, logo, published in the press product, published in the media theater.

147/f. § (3) During the election campaign period, the media service provider providing a linear media service only available on the Internet shall be published in accordance with the rules set out in Article 147, while the media service provider providing local and district media services.

§ 148 (1) Mttv. Political advertisements as defined in Section 203 603 can be published in the election campaign period in accordance with this section.

(2) The political advertisement published in the press product shall be immediately recognizable and distinguishable from other media content. Political advertising must indicate the name and place and headquarters of your customer.

(3) If a press product wishes to provide a political advertisement, he / she shall send the price list of his advertising services to the State Audit Office within 5 working days of the election, which he shall be registered and published on his website. The press product is published on its website.

(4) Political advertisement may only be published by press products whose advertising price is registered by the State Audit Office. Political advertisement can only be published in exchange for consideration determined by the registered price list. Of the press products of publishers settled in Hungary, only the political advertisement, which is Mttv. is listed in the official register.

5. The press product specified in paragraph 1 shall inform the State Audit Office of the published political advertisements within 15 days of the day of the vote. The information includes the political ads of each candidate and nominee organizations for whom, for what consideration, at which time and at what extent it was published. The State Audit Office will publish these information on its website. ”

"Section 203, Press Products: The individual issues of the newspaper and other periodical newspapers, as well as the Internet newspaper or news portal provided as an economic service, for which a natural or legal person is edited and whose primary purpose is to deliver content or images to publicity, entertainment or educational. Editorial Responsibility is the responsibility of the actual monitoring of the media content, and does not necessarily result in a legal responsibility for the press product, regularly, to achieve economic risk.
