The National Election Committee, using the authorization received in Section 34 (2) a) of Act C of 1997 on the electoral procedure (hereinafter: Ve.), issues the following resolution on the filling out of recommendation slips:

According to Ve. Section 46 (1), a candidate can be nominated on a recommendation slip. According to Ve. Section 47 (2), the recommending voter enters their place of residence, personal identification number, handwritten signature, the family name and first name of the recommended person, and the name of the nominating organization, or the fact of the independent nomination on the recommendation slip. According to Section 5 (2) of Act XXXIV of 1989 on the election of Members of Parliament, a nomination in an individual constituency requires the recommendation of at least seven hundred and fifty voters authenticated by their signature.

The cited provisions can be interpreted to mean that the handwritten signature is an indispensable condition for the validity and authenticity of the recommendation slip. The other data can also be entered on the recommendation slip by the recommending voter in another way (e.g. by typing) in a justified case, in their presence and at their request.

A voter who is unable to sign their name with their own hand (e.g., physically disabled, blind, or visually impaired, illiterate) may sign the recommendation slip with their signature in front of the head of the election office, a member, or a court, or a notary public. The voter's signature is authenticated by the head or a member of the election office acting as an official person, or by the court, or the notary public.

The will of the voter expressed during the filling out of the recommendation slip must be respected to the greatest possible extent.
