Frequently asked questions about parliamentary by-elections

  • If the mandate of a Member of Parliament who got their mandate in a single-member constituency is terminated (for reasons of death, incompatibility, resignation, disenfranchisement or for not taking part in the activites of Parliament for a year), a parliamentary by-election has to be held in the given constituency.

    If the mandate of a Member of Parliament who got their mandate on a national list is terminated, no parliamentary by-election has to be held. In that case the nominating organization of the parliamentary representative may designate a new representative from the national list.

  • The day of a parliamentary by-election is set by the National Election Commission in the period between the 70th and the 90th day preceding election day. When setting the date for the election, the NEC has to take into account the proposition made by the parliamentary single-member constituency election commission.

    By-election day cannot be set as to fall in the period between January 1st of the year (for ex. 2022) of the general parliamentary election and the day of the general election of parliamentary representatives.

     

  • Those citizens having a domicile in the given constituency can participate in a parliamentary by-election.

    Enrolled voters receive a notification.

  • A citizen with the right to vote having collected the necessary 500 recommendations can be candidate at a parliamentary by-election independently of their domicile.A citizen with the right to vote having collected the necessary 500 recommendations can be candidate at a parliamentary by-election independently of their domicile.

  • If, on polling day, a voter is in Hungary in a settlement other than the settlement of their domicile or he/ she is in the same settlement but within the area of a polling district other than that of their domicile, he/ she may vote by absentee voting. At a parliamentary by-election, absentee voting is only possible between settlements within the constituency involved in the election. To register on the electoral list of another polling district is possible until 16h00 on Wednesday preceding polling day.

    Disabled persons may request a mobile ballot box in their given settlement.

    If, on polling day, the voter is abroad, he/ she can vote at Hungary’s foreign representations (embassy, consulate general). The request for registration on the foreign representation’s electoral list can be submitted until 16h00 on the ninth day preceding the vote.

    Vote by mail is not possible.
