II. Local tools of direct democracy

The purpose of local referendums is to allow voters concerned to make direct decisions on any vital matter concerning the settlement or county, or a part of that county. Decision on the following matters may be taken only through referendum (Article 46(1) of ALG):

- initiative of the annexation of the settlement to another county adjacent to its area;

­- unification of communities and the termination of the unification;

- initiating the establishment of a new community;

- handing over, taking over and exchange of a populated area;

- establishment of a joint body of representatives, separation from a joint body of representatives, and

- in matters so determined in the municipality decree.

In the cases described in paragraphs 1 to 4, the voters of the area of the settlement or community concerned may take part in the local referendum (Article 46(2) of ALG). Accordingly, valid signatures may be collected only from the voters concerned.

Local popular initiative

Its purpose is to get the body of representatives of the local government or the Assembly of the County / Capital to include and debate a certain issue on its agenda (Article 49(2) of ALG.)
