European Parliamentary elections in Hungary

Members of the European Parliament have been directly elected by the citizens of the Union since 1979. There is no uniform system for the elections, the rules of the election of MPs vary in each member state. In the 15 member states, there are currently 16 different systems in operation for the election of the members of the European Parliament.

The next election of the members of the European Parliament will take place in 2004, with the participation of Hungary as one of the new member states. The Republic of Hungary will delegate 24 MPs, whom the voters will elect directly.

The provisions on the election of the Hungarian members of the European Parliament are laid down in Act CXIII of 2003.

Pursuant to such an Act, the election takes place under a proportional voting system, through voting on the basis of lists, where the territory of the Republic of Hungary constitutes a single constituency.

The right of vote shall be exercised under the following condition:

‘At the election of the members of the European Parliament, within the Republic of Hungary, the right of vote shall be exercised by:
a) any Hungarian voter unless such a voter has declared in another member state of the Union that he/she wishes to exercise the right of vote in that member state, and
b) any voter of the other member states of the European Union if such a voter declares that he/she wishes to exercise the right of vote in the territory of the Republic of Hungary and confirms that he/she has a place of residence within Hungary.” (Article 4 of the Act)

Nomination and setting up a list: 

At the elections of the members of the European Parliament, lists can be set up only by the political parties registered pursuant to the Act on the operation and financial management of political parties (Act XXXIII of 1989). Each party may set up one list, either independently or jointly with other parties. The lists are fixed-order lists, i.e. candidates are listed therein in the order determined by the party. 

In order to be eligible to set up an election list, a political party must obtain the recommendation of 20,000 or more voters, authenticated by their signatures. Any voter may validly recommend one list, and may be listed as a candidate on one list only.

The election bodies

Since, at the European Parliamentary elections, voters who have a place of residence in Hungary yet reside outside of Hungary on Polling Day have been allowed to cast their votes at the embassies of the Republic of Hungary, the election bodies at the elections of the members of the European Parliament also include the embassy election offices and the embassy ballot-counting committees.

Nominating organisations can submit to the National Election Committee the lists of the persons they recommend as members of the embassy ballot-counting committee at the same time as they announce their lists. The members of the embassy ballot-counting committee are elected by Parliament at the proposal of the National Election Committee.

Voting

Voters can cast their votes for the party lists, but cannot alter the parties' ordering of their list candidates. Each voter can cast a valid vote for a single list only.

Establishing the result and allocating the seats

The number of available seats is the number of the seats reserved for the Republic of Hungary in the European Parliament, currently 24.

The seats are allocated under a proportional system, on the basis of the d'Hondt formula. The candidates on the lists obtain a seat in the original order declared by the parties.

The National Election Committee publishes the election result in the media. The indicative data containing the unauthenticated election result which must not be published before the voting has been completed in each member state of the European Union. 

The National Election Committee publishes the final totalised national election result in the Magyar Közlöny.
