Voting Abroad
o    If you are abroad on the day of the elections, you may vote at the Embassy or the Consulate General of the Republic of Hungary. For that purpose you may request your enrolment on the foreign representation voters’ list from the head of the local election office operated in the district of your residence (i.e. from the town notary), until 22 May 2009, either personally or by a designated representative. You can also submit your request by registered mail, making sure that it arrives at the local election office by 22 May 2009.
o    If following your registration on the foreign representation voters’ list you change your mind and decide to vote in Hungary after all, you can similarly request by 22 May 2009 from the head of the local election office operated in the district of your residence to delete your name from the foreign representation voters’ list and be enrolled in the election district of your residence once again.
o    If following your registration on the foreign representation voters’ list you wish to change the location of your voting abroad, you can request to be transferred to another foreign representation voters’ list by 22 May 2009from the head of the local election office operated in the district of your residence.

●  Voting in Hungary, Away from Your place of residence

o    If on the day of voting you are in Hungary, but not in your place of residence, you can vote with a certificate at the designated polling station of the locality mentioned on the certificate. With the certificate you can request your enrolment on the voters’ list day at the local election office of the locality printed on your certificate – up to the day before elections, or on at the election district designated for voting with a certificate on the day of elections.
o    You can request a certificate either personally or by a designated person by 5 June 2009, from the head of the local election office operated in the district of your place of residence. You can request a certificate by registered mail making sure that your request arrives at the local election office operated in the district of your domicile by 2 June 2009.
o    If you change your mind once your certificate has been issued and decide to vote at the polling station of your domicile after all, you can request from the head of the local election office operated in the district of your domicile to be once again enrolled in the election district of your dresidence before 4 June 2009 – simultaneously with the withdrawal of your certificate.
●    Voting with a Mobile Ballot Box
o    If you are impeded to move, at your request you can vote with a mobile ballot box in Hungary. A mobile ballot box can only be requested in writing! A mobile ballot box can be requested prior to the day of elections from the local election office, and on the day of the elections from the ballot counting board of the district of your residence.
●    Voting in health care, social institutions, prisons etc.
o    If you are impeded to move, but you are not at your place of residence, first you have to request a certificate from the local election office operated in the district of your domicile, and after that, in the possession of the certificate, you have to request a mobile ballot box from the local election office of the district where the institution is located, or on the day of the elections, from the ballot counting board of the election district designated for voting with a certificate. (A certificate is not needed when the institution and your place of residence are located in the same election district.)
o    The above are authoritative in each case when the voter impeded in movement is not at his/her place of residence
●    The Method of Voting
o    Voting can only be done in person.
o    The ballot counting committee determines the identity of the person wishing to vote and whether he/she is on the voters’ list (presenting a notice is not compulsory). The following valid documentations are suitable to prove identity and home address:
▪ identification document that includes the address of the domicile (“old” on in the form of a booklet) or
▪ identification card or passport or a driving license issued after 1 January 2001 (card format) and the address card in addition to each listed identification document.
o    Those failing to prove their identity or address, or those not on the voters’ list will have to be refused. The ballot counting committee cannot enrol new voters on the list.
o    If voting has got no impediment, the ballot counting committee hands over to the voter the ballot and the envelope. The ballot must be stamped in the presence of the voter. The voter signs the voters’ list confirming the receipt of the ballot.
o    Polling-booths are available for voting. The voter fills out the ballot. It is only possible to validly vote for one list, by marking with a pen an “x” or a “+” sign in the circle located above the name of the chosen list! Any other type of marking will be accounted for as invalid ballot cast.
o    Finally the voter puts the ballot in the envelope, and places the envelope in the ballot-box in front of the ballot counting committee.
●    The Method of Voting at Foreign Representations
o    Voting can only be done in person.
o    The location and time of voting can be found here.
o    Voting is organised by the foreign representation election office. The foreign representation election office identifies the voting citizen and whether he/she appears on the foreign representation voters’ list. Documents suitable to prove identity and home address are the following: passport or identification document or a driving license issued after 1 January 2001.
o    Those failing to prove their identity or address, or not on the foreign representation voters’ list will have to be refused. The foreign representation election office cannot enrol new voters on the list.
o    If there are no obstacles to voting, the ballot counting committee hands the voter the ballot and the envelope. The ballot must be stamped in the presence of the voter. The voter signs the voters’ list to confirm the receipt of the ballot.
o    Polling-booths are available for voting. The voter fills out the voting-paper. It is only possible to validly vote for a single list, by marking with a pen an “x” or a “+” sign within the circle located above the name of the chosen list! Any other type of marking will be accounted for as an invalid ballot cast. The voter puts the ballot in the envelope, and seals the envelope (the ballot is invalid if the envelope is not sealed).
o    The member of the foreign representation election office fills out the voting declaration, which includes the name, address and personal identification number of the voter. The voter signs the voting declaration, and the member of the foreign representation election office certifies the signature of the voter.
o    The sealed envelope containing the ballot is handed over by the voter to the member of the foreign representation election office, who puts it into another envelope together with the voting declaration in the presence of the voter, seals the envelope and hands it over to the voter. The voter signs the envelope where it was sealed and drops it into the ballot-box.
